The Chatham Board of Health granted a variance for the property transfer of David Parish on Kent Road, despite the lack of required septic system upgrades due to the planned demolition and construction of a new system. The Board stipulated that the new house must not be occupied until a new septic system is approved.
Another property, the Diane Kennedy Revocable Trust on Fox Hill Road, was at the center of a discussion regarding short-term rental regulations. The property, which sought approval for a fourth bedroom addition using Innovative/Alternative (IA) septic system technology, faced scrutiny over an existing illegal bedroom and its potential use for short-term rentals. The Board examined the impact of short-term rentals on the neighborhood and imposed conditions on the variance approval. These included limitations on the number of occupants and specific restrictions on the use of the basement space for short-term rentals.
Debate arose over whether to add a restriction against short-term rentals and the implications of the existing illegal bedroom in granting the variance. Concerns were raised about the dimensions of pocket doors and necessary engineering changes to prevent the sitting room from being used as a bedroom. The Board discussed the precedent set by prior approvals and the applicability of short-term rental restrictions, ultimately deciding to grant the variance with conditions.
The meeting also highlighted the recent hiring of a new administrative assistant and housing inspector, both important to the enforcement of the new short-term rental regulations. The Board noted an overwhelming backlog of approximately 500 rental registration applications, with an anticipated total of 1,000-1,200 once processing is up to date. Discussions underscored the challenges of monitoring registrations from both management companies and individual property owners, as well as the importance of cross-referencing state and local registration lists to ensure regulation compliance.
In addition to the variance hearings and rental registration issues, the Board plans for a community health needs assessment funded by a state grant. The assessment aims to identify and prioritize local health needs, allowing for the strategic allocation of resources.
