In stark contrast, the property on Highland Avenue sparked a debate. The commission, along with members of the public, raised concerns over the historical significance of the existing house. The representative for Highland Realty Trust presented plans for a new structure that would replace the current house, prompting a debate on the necessity of a demolition delay. While some commission members questioned the need for such a delay, others advocated for the preservation of the house’s historical value. The commission found itself at a crossroads and decided to continue the discussion, taking into consideration the public and commission members’ concerns about the demolition.
A significant portion of the meeting was dedicated to discussing the merits of a demolition delay bylaw, particularly in relation to a property that had proposed changes to its frontage to better align with the neighborhood’s character. Here, the commission grappled with finding a balance between allowing necessary development and preserving historical authenticity. Members opposed to immediate action favored continuing the existing demolition delay, whereas others hoped for the applicant to return with a design more sympathetic to the historic nature of the district. The commission voted to uphold the building’s recognized historical significance and to maintain the 12-month demolition delay set to expire on November 21, 2024, unless the applicant presented a revised design.
Moreover, the meeting addressed the historic US Coast Guard Boat House’s return for adaptive reuse as a shellfish upweller. This project, entwined with the town’s dredging activities, was mentioned as part of the broader discussion on the preservation and utilization of historic structures.
The commission also acknowledged the need for the town to appoint a new planner, a role critical for managing Chatham’s development and conservation efforts.
