The commission addressed the necessity to remove trees which could interfere with navigable airspace, a measure that raised concerns among the members and the public regarding the ecological impact on the area. Despite the contentious nature of the project, the commission emphasized the importance of upholding federal and state regulations to maintain safety standards. Protective measures for the Vernal pool were delineated, including prescribed tree removal techniques, the use of compost filter tubes, and a three-pronged mitigation plan to transform the affected areas into shrub-dominated ecosystems.
Another matter pertained to the project on Countryside Drive, which involves extensive development activities within a sensitive environmental context. The property, located near a Coastal Bank on the Monomoy River, is set for renovations and additions, including a farmer’s porch. The representative from Roder and Wilcox provided a detailed overview, discussing the topography, flood zone proximity, and the project’s relationship to the 50 and 100-foot buffers. The commission probed into the need for mitigation and the Zoning Board of Appeals’ (ZBA) involvement, highlighting the environmental considerations critical to the project’s approval.
The commission also considered a proposal by homeowners near the Coastal Bank to add a second story to their home without expanding the building’s footprint. The project, while modest in scale, necessitated a comprehensive mitigation plan to address potential erosion and the presence of invasive species. The commission called for additional documentation and discussions regarding native plantings and coordination with the board of appeals.
Further, a project for constructing access stairs over a Coastal Bank was deliberated, with the commission agreeing to move it to an order of conditions. Similarly, the removal and reconstruction of a single-family home, which included landscaping and lawn modifications, was reviewed and set for continued discussion at the next meeting.
The commission also tackled a notice of intent for deck expansion and landscaping within a Coastal Bank buffer zone, calling for a reduction in site coverage and the addition of mitigation plantings. Additionally, they debated coverage calculations for a deck and patio project, highlighting concerns over permeability, invasive plant management, and native vegetation protection. This discussion was postponed for further research and a revised mitigation plan.
In other business, the commission evaluated multiple completed projects, including a structural addition on Squanto Drive and a total rebuild on Cove Hill Circle, which incorporated a swimming pool. Both were recommended for approval, with emphasis on the maintenance of mitigation plants and invasive species management. The exterior renovation on Horseshoe Lane, including invasive ivy removal and new hardscaping, was acknowledged for meeting compliance standards.
