In a recent assembly, the Chatham Conservation Commission undertook the review of multiple environmentally sensitive projects, with the most discussions centered around coastal erosion, the impact of construction on protected areas, and the maintenance of the town’s natural resources. The meeting, which included detailed deliberations, saw the commission navigating complex environmental regulations while addressing community concerns and ensuring compliance with local bylaws.
One of the prevalent issues was the proposed construction of a stairway to access the beach on Sh Road, which sparked debate due to its potential impact on the environment, particularly on the recently restored shoreline and the reinforced Salt Marsh. The commission also considered the reintroduction of beach access stairs, previously excluded from the project due to concerns from abutters. After discussions regarding the alignment, construction, and environmental implications, phase one of the amended order of conditions for the project was approved.
In a related issue, the commission discussed the impact of groins on coastal erosion, with neighbors expressing concerns about the failing structures directing water at the most fragile part of the bank and requesting the removal of the southernmost groin. The commission acknowledged the need for a site visit to better understand the situation and to visualize the proposed project, which included invasive species removal and replanting along the coastal bank.
Another topic of discussion involved the proposed replacement of a timber bulkhead and the repair of timber groins on Sears Point Lane, dating back to before 1965. The project’s aim to restore the coastal bank through invasive species management and native plantings led to considerations about the bulkhead’s height increase and the use of fiber rolls to address erosion. The commission requested further clarification on the project before making a decision.
The commission also reviewed a notice of intent for the extension of an existing stone revetment on Salt Pond Road, driven by concerns of increased tidal flow and erosion.
Additionally, the demolition and construction of a new dwelling on Marsh View Road was discussed, with the property’s location in a floodplain and coastal bank area presenting additional considerations for the commission. The homeowners’ plans to move the driveway and the mitigation plan, including stormwater controls and landscaping for privacy and noise abatement, were deliberated upon. The commission decided to continue the discussion to allow for a final review of the mitigation and landscape plans.
Technical difficulties with audio and video were experienced during the meeting, but did not detract from the commission’s focus on environmental stewardship. The commission also addressed the need for a legal ad for a request for continuance for a property on Meadow View Road and considered the logistics of a retaining wall extension on Cap Sears Way.
Other agenda items included a request for determination of applicability for a property on Pine Ridge Road, where the commission approved the request with a determination that it is not in a protected resource area. Additionally, a project on Fox Hill Road involving the construction of an elevated deck and shed near a protected area saw the commission recommend moving the shed further from the resource area and issue a notice of violation to address concerns about mowing the coastal bank.
