Additionally, the presence of a neighbor’s bulkhead on the property was a point of contention, as was the need for temporary irrigation to establish vegetation. The commission voiced its view that the project was beneficial but required further examination and clarification on various concerns.
The issue of invasive species management, particularly knotweed, was another significant topic during the meeting. At 21 Shad Lane, the commission deliberated over a house addition, pool replacement, and hardscape project, where concerns surfaced regarding the management plan for knotweed. The need for a thorough document review from the building department and a deeper understanding of the management plan’s specifics led to the decision being tabled until the end of the meeting. Similarly, the project on Squanto Drive, which included retaining wall construction and generator installation, necessitated a comprehensive assessment of the impacts within the 50-ft no disturb zone and the proposed mitigation measures. The commission requested additional details and stressed the importance of assessing the alternatives analysis provided by the applicant.
Further discussions on conservation initiatives included a request to amend an order of conditions for a property on Lenel Lane, where the commission voted to accept the conditions with discussed additions, including anchoring a small shed and debris removal. Another request for an amended order for a property on Billings Road involved extending a sheet pile wall within coastal resource areas, which the commission approved after ensuring the project could be completed within the timeline and the differences between the original and amended plans were highlighted.
The commission also reviewed a Notice of Intent for the replacement of an existing pool and tennis court on Scattery Road. The project aimed to stay true to existing conditions while reducing coverage and including native plantings. However, discussions arose regarding an amendment to the existing order, overlap in mitigation, and the management of knotweed on the property. The commission sought clarity on the mitigation plan and the delineation of work for the separate orders, and also considered the impact of wildlife movement and historical permits for the pool and tennis court.
