Chatham Conservation Commission Adopts New Coastal Storm Flowage Regulations Amid Rising Concerns

The regulations also address the rebuilding of structures that sustain substantial damage due to flooding. Structures can be rebuilt only if they adhere to current flood protection standards. After incurring two instances of substantial damage, the commission reserves the right to demand the relocation or demolition of a structure, requiring the site to be returned to a vegetated state. This initiative underscores the commission’s authority and commitment to maintaining healthy coastal floodplains that support vital resource area values.
Following this significant regulatory update, the meeting proceeded to address ecological restoration projects, including a comprehensive restoration plan for a property on Chase Street. Presented by Lauren Taylor from Crawford Land Management, the plan involves managing invasive species, restoring the coastal bank, and converting lawn areas into a native meadow. The project also includes the installation of an osprey nesting platform, which garnered strong support from the commissioners. Discussions focused on the ecological benefits of replacing invasive Norway maples with native trees like red maple and white oak.
Further deliberations centered on the proposed restoration plan for a property on Stage Island Road, where the Essex Fels Partners LLC intends to demolish an existing structure to make way for a new single-family home. The project involves upgrading the septic system, adding a rear deck and soak pool, and implementing extensive landscaping. Tim Santos from Merrill Engineers and Angela Tanner from Crawford Land Management highlighted efforts to remove invasive species and enhance the site’s ecological value with native plantings. However, concerns regarding tree removal and erosion control led to a decision to continue discussions to a future meeting in August.
The commission also reviewed a notice of intent for a property on Old Queen Anne Road, focusing on the demolition and reconstruction of an existing cottage. The applicant, represented by Mark Dib from Capen Islands Engineering, proposed maintaining the meadow while implementing an invasive management protocol. The commission appreciated the changes and emphasized the importance of timely revisions to ensure compliance with conservation goals.
Additional agenda items included requests for continuances for several properties, reflecting ongoing efforts to address environmental concerns and ensure regulatory compliance. These requests were unanimously approved.
Concluding the meeting, the commission conducted its reorganization, with the chair expressing gratitude for the collective achievements over the past two years. A new chair and vice chair were nominated and unanimously supported. The meeting wrapped up with the approval of minutes from a previous meeting and a motion to adjourn.
