- Meeting Overview:
In the latest meeting of the Chatham Conservation Commission, the primary focus was the handling of incomplete applications for development projects, particularly for a dwelling, pool, and patio construction. The Commission grappled with the potential consequences of accepting incomplete submissions, emphasizing the importance of comprehensive documentation and certifications. The meeting also addressed a range of other issues, including the requested certificate of compliance for a shoreline stabilization project and the mitigation planting plan for the Lenel Lane property.
The Commission’s deliberation over the application for dwelling, pool, and patio construction underscored the necessity of a complete and thorough application process. The discussion centered on whether accepting an incomplete application could set an unfavorable precedent, potentially undermining the integrity of future proceedings. Concerns were raised regarding the absence of proper documentation and engineer certification, and the inclusion of ongoing conditions in the application. The Commission decided to defer the decision, giving the applicants an opportunity to furnish the necessary information.
Another topic of considerable discussion was the notice of intent for the project on Lenel Lane. The planned construction of a swimming pool, patio, and alterations to an existing septic system, along with location changes for an existing shed, prompted the Commission to engage in a dialouge. The applicant’s representative addressed the Commission, explaining the rationale behind the substantial changes, which included the removal of square footage from the granite surface and the mitigation for an English Oak tree. The Commission expressed concerns about the size of the patio and its impact on the existing landscape, leading to a decision to continue the discussion in the next meeting.
The debate on the Lenel Lane project also delved into the mitigation planting plan, where the Commission evaluated the Hardscape coverage calculations. The removal and retention of patio, stepping stones, and shed slabs were scrutinized, as were the proposed mitigation measures. These measures involved planting a variety of trees and shrubs to create a full ecosystem. The Commission showed particular interest in the proposed White Oaks and service Berry trees, while also raising questions about the removal of invasive species, the positioning of fences, and the permitting history of a shed located in a flood zone.
A request for an extension to an order of conditions for a property on Old Queenan Road was granted due to difficulties encountered in securing landscaping services and an aluminum shortage. The extension aims to provide the applicants with the necessary time to complete the landscaping aspect of their project.
In addition, the Commission handled a request for a certificate of compliance for a shoreline stabilization project on Shore Road. The discussion revolved around the completion status of the stabilization work and the condition of associated plantings. After evaluating the situation, the Commission decided to issue the certificate of compliance, effectively closing out the order for the project.
The Commission’s meeting revealed a careful approach to development projects, highlighting the careful consideration given to the impact of proposed constructions on the environment. By insisting on complete applications, the Commission demonstrated its dedication to upholding high standards for environmental stewardship and procedural integrity.
The meeting also featured the approval of an order of conditions for the replacement of a single-family dwelling on Scattery Road and the construction of a new dwelling and two decks on Scallop Terrace. In both cases, the Commission approved the orders after ensuring that the project plans were properly revised and updated.
The application for the partial certificate, related to the demolition and construction of a new dwelling, pool, and patio, was found to be incomplete. The Commission cited the absence of a checklist and the need for an as-built plan before proceeding with the request.
