Chatham Conservation Commission Tackles Wetland Impacts and Invasive Species Management
- Meeting Overview:
The Chatham Conservation Commission’s recent meeting focused on the ecological impacts of various development proposals, primarily addressing the management of invasive species and wetland protection. Key discussions involved the approval of conditions for construction projects, the review of compliance certificates, and deliberations on procedural changes to wetland regulations, with a notable emphasis on maintaining ecological integrity.
The commission dedicated attention to a notice of intent for a property on Old Wharf Road, which included a proposal for a detached garage addition within a vegetated wetland buffer zone. The meeting revealed a discussion about invasive species management, with particular focus on English ivy, Norway maple saplings, and garlic mustard in the project area. A representative for the applicants confirmed that the invasive species were present and proposed a mitigation plan involving a mow strip to prevent their encroachment. The commission deliberated on the removal of a non-native willow tree, deemed a safety risk, with plans to replace it with tupelo trees.
In parallel, the commission examined landscaping and tree management within the project area, considering the replacement of saplings with shrubs like black chokeberry and arrowwood to enhance ecosystem value. The issue of a mature hedge of arborvitae arose, with proposed height reduction to safeguard against wind damage. The commission debated the optimal height for these trees, ultimately agreeing on a range between 3 to 5 feet to ensure stability. Additionally, the presence of invasive shrub honeysuckle was acknowledged, with plans to address this oversight in the work protocol.
The meeting also addressed a request to amend an order of conditions for a property on Zagel Road, focusing on erosion patterns affecting the driveway. A thorough discussion ensued about the use of crushed stone to cover the driveway and the need for a narrative explanation from the applicant on erosion causes. The commission emphasized the importance of addressing low spots with 20 to 30 cubic yards of fill and explored mitigation measures proportional to the filled area. Concerns about potential water pitching towards marsh areas were raised, and alternative materials were suggested for railroad ties, favoring pressure-treated timbers.
Furthermore, the commission reviewed a certificate of compliance for 124 Moon Cusser’s Lane, which involved site improvements and invasive species management. A site visit revealed that only about half of the native plantings had established, prompting a decision to postpone further invasive management to protect existing healthy plantings. The commission approved the certificate with unanimous support, acknowledging the need for a future assessment once conditions allowed for clearer evaluation.
The meeting also addressed procedural matters, including a request for a certificate of compliance for a property on Jericho Lane related to pier reconstruction. The applicant opted to withdraw to prepare an as-built plan, with the commission approving the withdrawal request.
In addition, the commission continued discussions on proposed changes to Chatham Wetlands regulations. Despite opening the floor for public comments, no immediate feedback was received. The commission decided to extend the discussion to the next meeting, allowing for public review and feedback, with information to be disseminated via the town’s website and local newspaper.
