The board also engaged in a review of the recent annual town meeting, which had been marked by a sense of dissatisfaction and anger among attendees. Discussions centered heavily on Article 40, which pertained to the airport and had generated debate. One member emphasized the airport’s critical role in the town’s functioning and addressed the misinformation and mistrust that had arisen. The failure of certain articles to pass was another point of concern, particularly those related to the Waterfront Bond, the transfer station project, and the airport. The board recognized the need for clearer communication and education regarding the airport’s intentions and safety protocols.
Furthermore, the meeting shed light on the public’s concerns with the $750,000 contribution from the community preservation fund to the affordable housing trust, which narrowly escaped defeat. A citizen petition article related to housing, which was not thoroughly vetted, was postponed.
Public comments revealed a community invested in the details of the board’s decisions and processes. Nicole Stern and Steve Buckley voiced the need for enhanced public participation during discussions of agenda items and for committee members to have separate official email accounts to prevent the mixing of personal and official correspondence.
In the case of First Night Chatham, the board faced a logistical challenge when Paul Stuka requested access to the town hall basement for setup at 11 a.m., prompting discussions to reconcile the needs of First Night organizers with the town staff’s concerns about disruptions.
The donation acceptance for Kate G Park was another significant topic, with the proposal to install 36-inch round planters at the park entrance estimated at $3,200, with the Garden Club offering to provide labor. Concerns about the planters conflicting with existing activities and queries regarding their weight and long-term maintenance were raised. After some deliberation, the donation was approved.
These included an assessment of the opening dates for downtown public bathrooms due to increased foot traffic, a request for options regarding sewer hookups payment, and a public request for a study on the optimal use of over 100 acres of airport land. The board carefully considered the potential impact and feasibility of these items, showing an understanding of the practicalities and implications involved.
