- Meeting Overview:
In a recent meeting, the Chatham Select Board focused on developments concerning the town’s infrastructure and local businesses. Central to the discussions was the proposal for a major construction project at the town’s transfer station, which includes the demolition of an existing garage and the construction of a new facility. The project, located on Samurai Road, involves a new 3,500 square foot building that will consist of 2,000 square feet of garage space and 1,500 square feet of administrative space. The meeting also addressed site plan amendments for local businesses, including a restaurant seeking to increase its seating capacity and a Main Street property proposing changes to accommodate a storage platform and external refrigeration unit.
The board’s attention on the transfer station’s proposed project was marked by a examination of various components, such as comprehensive planning, environmental considerations, stormwater management, and the potential impacts of new construction. Key topics included the installation of a new above-ground fuel tank, pavement replacement, and the implementation of new utilities. Additionally, the board expressed concerns about the need for better protection of the new building from the roadway, the management of stormwater runoff, and the handling of landfill gas migration.
The board’s discussion emphasized the importance of adhering to state environmental regulations and ensuring that the project incorporates appropriate measures to prevent contamination. The need for a plan that details all phases of the project was voiced to understand the full scope and potential consequences. Questions were raised about materials used for construction and the stormwater management plan, highlighting the necessity for compliance with state requirements for Total Suspended Solids (TSS) removal and oil-water separation.
The design team addressed concerns about the lack of solar panels on the new building’s roof, drainage issues, and the absence of a sidewalk surrounding the facility. Conditions were deliberated for the project’s approval, including stipulations for additional drainage to limit runoff and ensuring downcast exterior lighting. The board also discussed the language in the conditions, with suggestions to clarify that the approval was limited to the area around the building and not the entire site. A debate occurred over whether to mandate concrete pavement under the fuel tank dispensing area, but it was concluded that such a requirement was unnecessary as it is already mandated by state law.
Moving on from the transfer station project, the board examined a site plan amendment for a restaurant on Main Street. The owners proposed an amendment to the seating capacity, seeking to increase indoor seats from 20 to 33 by removing two picnic tables from the count and maintaining a standing area outside. The board ultimately approved the amended site plan with standard conditions, including discussions on green space and landscaping.
Another local business, represented by Mr. Rogers, brought forth amendments to their Main Street property, which entailed the addition of a storage platform, an external refrigeration unit, fencing, and updated lighting. Despite concerns over the property’s parking situation, which did not meet the standard requirements, some board members supported a waiver citing precedent, while others expressed reservations. The applicant addressed noise concerns from the refrigeration unit and detailed safety measures, including energy efficiency and the availability of non-dairy alternatives at their ice cream shop.
The board also deliberated on the installation of a new AC unit and lighting at another property, discussing the potential noise impact and light positioning to avoid disturbing neighbors. Additionally, the safety of a freezer unit at a local restaurant was examined, with suggestions made for a lock or keypad and an alarm system to prevent accidental entrapment. A waiver for the requirement of eight parking spaces was granted, and an amended site plan for a ground-level deck and freezer unit was approved.
Lastly, the meeting touched upon long-range planning initiatives, notably the West Chatham Neighborhood Center, which involved a review of a draft bylaw. The conversation included a discussion of the use table draft and the definition of year-round rental units. However, the board encountered an issue with the draft documents not reflecting previously discussed changes, leading to the postponing of further discussion to allow for adequate review of the latest draft by both the board and the public.
