Attention then turned to the town’s Capital Improvement projects, with a focus on wastewater and sewer design. A $32 million had been allocated for these projects, including $1.5 million for the initial phase of grinder pumps. Concerns were voiced about the project’s segmented approach, with suggestions that such an incremental strategy could lead to higher costs over time. The challenges faced by residents in connecting to the sewer system were outlined, including issues with setbacks and the depth of stubs requiring extensive trenching. The conversation brought to light the gaps in service, with 3,800 homes unlikely to meet the deadline for sewer access, raising equity concerns for those paying since 2012.
The allocation and prioritization of ARPA funds also drew attention. With $567,000 available, the staff recommended spending $433,000 on upgrading public restrooms at Town Hall to meet ADA compliance. This proposal faced skepticism over its high cost and whether it represented the best use of funds. A board member questioned the priority given to restroom upgrades, suggesting that other projects, such as fixing downtown sidewalks, might offer greater community benefits. Despite the tight deadline of December 31 for decision-making, there was a call for more thorough discussions on fund allocation, acknowledging the funds had been available for some time.
The meeting also included the scheduling of the 2025 annual town meeting, with a proposal to hold it on May 12. The board debated the merits of holding the meeting on a Saturday versus a Monday, with some members favoring a Saturday meeting at 11 AM to facilitate higher attendance and a more relaxed environment. The discussion considered accessibility for younger families and older residents, as well as the potential for local groups to provide refreshments, ultimately reflecting a willingness to adapt the meeting schedule to encourage maximum community participation.
The board also reviewed a proposed application for a commercial non-fishing license at the Fish Pier. The proposal outlined a structured policy for granting licenses, with the aim of safeguarding the fishing community and minimizing disruptions. Concerns were raised about potentially excessive use of the pier, with suggestions for engineering certifications to mitigate risks. The board deliberated on the appropriateness of using public resources for private benefit and stressed the importance of maintaining the pier’s intended purpose.
