Another topic of interest was the transition of the town’s Water and Sewer maintenance and operations contractor from Weston and Sampson to Veolia. The Public Works Director updated the board on the selection of Veolia, emphasizing the firm’s qualifications, training programs, and existing presence on the Cape. The discussion included the transition of staff and the headquarters of Veolia, with the director addressing the board’s inquiries on these matters. The transition aimed to maintain staff continuity and leverage Veolia’s resources for the town’s benefit.
The meeting proceeded with reports on various community requests and approvals for permits and use of town property. The Chatham Conservation Foundation received approval to use town property for a community environmental fair, where vendors would sell merchandise. Additionally, the board granted an alcohol permit for a private residence garden party fundraiser and approved a one-day entertainment license for Buffy’s Ice Cream’s midsummer employee gala. The Changing Tides Consignment Boutique received a special one-day alcohol permit for their anniversary event, and the Witches on the Water organization was granted permits for a fundraising costume stand-up paddleboard event, with modifications including a rain date.
Monomoy Community Services also presented two items: a one-day entertainment license and special one-day alcohol permit for the Back to Summer Hangar Party at Chatham Municipal Airport and for the Taste of Chatham event at Chase Park. Both requests were approved, with the board waiving the requirement for the proponent’s presence for the airport event and confirming no past issues for the park event. Additionally, the board approved the use of the Town Hall basement meeting room for First Night performances on December 31, 2024.
A new business, Panda Vinon Cafe, was supported by the board with the approval of a common victualler license. Furthermore, the board awarded a general obligation municipal purpose loan of 224 bonds to Fidelity Capital Markets for $9,495,000, covering multiple town projects. The AAA Bond rating was acknowledged.
Finally, the ongoing construction at Morris Island was discussed, particularly the degradation of the revetment on Tippi and the revision of the plan to drive sheet piles due to unsuitable coastal bank properties. The transportation of rock and the rerouting of truckloads to avoid Main Street were noted, with Shore Road identified as the alternative route. The potential hazards to navigation, shoreline erosion, and tree removal were examined. The board expressed the need for insurance coverage for possible damages and confirmed that the property owner was responsible for the construction costs.
