The council also paid tribute to Tom Salvis, a distinguished volunteer recognized for his myriad contributions to Chatham Township. His work in producing township committee meetings for over a decade was also acknowledged, with former Mayor Kevin Sullivan and Kathy Abbott expressing their gratitude for his professionalism and commitment.

Another issue discussed was the Length of Service Awards Program (LOSAP) payment increase for emergency squad and fire department volunteers, and the acquisition of a 17-acre parcel on Southern Boulevard.

The council also addressed the 2024 budget, which was introduced with the theme of “securing the future.” The budget, amounting to approximately $18 million, aimed to maintain services, improve the fund balance, and allocate funds for essential services like public safety. The finance subcommittee was acknowledged for their efforts, and the importance of a healthy fund balance for the township’s financial security and credit rating was emphasized.

In terms of infrastructure, the council highlighted the necessity of improvements to the wastewater treatment plant and the need for new fire trucks, while also preparing for the fourth round of affordable housing requirements. The retirement of DPW employee Raymond Clark was acknowledged, honoring his contributions to the township’s buildings and grounds department.

The meeting also covered environmental initiatives, including the installation of trail markers, the launch of the adopt-a-drain program, and educational events to promote environmental awareness. The excitement over the teen center’s grand opening and the library’s back entrance reopening was shared, as well as updates on the exterior restoration project at the Mount Vernon School.

Recreational programs were not left out, with reports on the success of the Chatham recreation Ski and Snowboard Club and discussions on the potential installation of field lights at Lfield. The council also considered educational developments, such as a proposal from Harding Township to send their students to Chatham schools.

Legislative procedures were also a subject of the council’s attention. Proposed changes to the Open Public Records Act (OPRA) legislation were debated, with concerns raised about the subjectivity of what constitutes harassing requests and the use of OPRA in legal discovery. The council contemplated making a request to state legislators for changes to the legislation.

Additionally, several ordinances were introduced and approved for public hearing, including those regarding movie theater inspections, midblock crosswalk alignment, and property acquisition. The flood plain management ordinance, aimed at complying with FEMA requirements, was also discussed, although no public comments were made.
