Chatham Zoning Board Approves Historic Home Expansion Amid Community Support
- Meeting Overview:
During a recent meeting, the Chatham Zoning Board of Appeals addressed several applications, most notably approving a renovation for a historic dwelling, originally built in 1730, located on Barl Cliff Avenue. The project, spearheaded by homeowners David and Caroline Cole, involved the partial demolition and expansion of the non-conforming structure to include a modern kitchen and address foundational issues. The approval came after thorough discussions focusing on preserving the historical integrity of the house while accommodating contemporary needs.
The historic house, representative of Cape Cod’s architectural tradition, faced challenges due to its proximity to the property line and the road in the R20 zoning district. The proposal included demolishing portions that lacked historical significance, as confirmed by the historic committee, and constructing an addition that would not exacerbate the existing non-conformity. The applicant’s representative, Christopher Cannon, assured the board that the renovations would maintain the structure’s historical character, a sentiment echoed by enthusiastic letters of support from neighbors Mark and Debbie Rosski. The health agent, Judith Giorgio, and the historic committee also expressed no concerns regarding the project.
During the deliberations, a board member sought clarification about a bulkhead not shown on the site plan. The applicant was given an opportunity to address this concern. Ultimately, the board approved the application, recognizing the thoughtful approach to balancing historical preservation with modern requirements. The decision underscored community values, preserving Chatham’s architectural heritage while supporting neighborhood improvements.
In another significant decision, the board approved a proposal by Mark P. Sperry and Cameron M. Sperry to enlarge a non-conforming dwelling on Round Cove Road. Represented by Attorney William G. Lichfield, the applicants sought to convert an attic into habitable space by constructing dormers, effectively accommodating their extended family. Despite non-conformities related to setbacks and lot size, the board approved the project, emphasizing that the addition of a third bedroom, enabled by an upgraded septic system, would not detrimentally impact the neighborhood.
Board members noted the project’s consistency with traditional Cape style and its limited visual impact due to its distance from the street. The approval included conditions regarding construction timelines and vehicle management.
The meeting also included discussions on a property on Shirley Drive, owned by James Griffith and Sarah Cobb Griffith. The couple, planning to move to Chatham full-time, sought approval for alterations to accommodate Sarah’s wheelchair needs. The modifications included adding an accessible primary suite and a mudroom with a wheelchair ramp. The board unanimously approved the application, acknowledging the necessity of the changes and their minimal impact on the neighborhood.
Another application involved replacing a leaking plexiglass roof on a cabana structure. The applicant, Mr. S, proposed installing a pitched roof, which required a special permit due to previous zoning violations. The board deliberated on the statutory background allowing such permits and ultimately agreed that the proposed roof would not detract from the neighborhood, approving the application with conditions on construction activities.
