Chatham Zoning Board Faces Strong Opposition on Floodplain Development, Approves Multiple Applications
- Meeting Overview:
The Chatham Zoning Board meeting held on June 11, 2026, was marked by discussions over a proposal for a property development on Vineyard Avenue, situated in a floodplain. Alongside this, the board navigated through various other applications, approving several projects that involved modifications to non-conforming structures and residential expansions.
The most notable part of the meeting revolved around a proposal to develop a five-bedroom house on Vineyard Avenue. This proposal faced vehement opposition from local residents who argued that the development was inappropriate for the area. Residents criticized the proposed dwelling for being too large and not in harmony with the neighborhood’s character. They pointed to the property’s current neglected state and the owner’s lack of engagement with the community since purchasing the land three years ago. The project was described as covering 79% of the buildable area, a figure the residents found excessive. Concerns were raised about the environmental implications due to its location in a floodplain and the potential precedent such a development might set.
Further, residents like Judy Patterson and Allison Carr voiced strong disapproval, emphasizing that despite slight design improvements, the overall concept remained flawed. They urged the board to deny the permit, highlighting that the proposal did not align with the modest nature of the neighborhood. Despite the development team’s claims that the house complied with local zoning bylaws and that modifications improved setbacks and height restrictions, the board members remained concerned about the proposal’s size and its compatibility with the community.
As the conversation continued, it became apparent that the opposition was widespread and deeply rooted in concerns over the neighborhood’s integrity. A board member noted the lack of any supportive letters from the community. After extensive discussion, the applicant requested to withdraw the proposal without prejudice, allowing for potential reevaluation of the project, which the board unanimously agreed to.
In contrast to the Vineyard Avenue debate, other applications saw smoother deliberations and approvals. One such approved project involved the expansion of a non-conforming dwelling on Old Harbor Road. Represented by Ken Murphy, the owners sought to alter and expand their existing home while maintaining its historical integrity. The proposal included partial demolition of the current structure and the construction of additions aimed at enhancing the family’s living space and usability. The board commended the design for its compatibility with the neighborhood and unanimously approved the application, highlighting its thoughtful consideration of the historical context.
Another approved application pertained to a sunroom addition on the Mantel property on Shane Drive. This small extension was intended to provide additional living space for the family. The board acknowledged the non-conforming nature of the property but agreed that the project fit well within the neighborhood’s character. Conditions regarding construction activity were imposed to minimize disruption during busy summer months.
Similarly, the board approved modifications to the Hile property on Air Lane, which involved expanding a non-conforming dwelling to accommodate health needs. The project was seen as a reasonable request that aligned with the zoning bylaws’ goals.
The meeting also addressed technical adjustments, such as the installation of air conditioning units that encroached on setback zones at another property. The board found the changes reasonable and unanimously approved the application, noting that it did not cause significant visual or auditory disturbances.
