Chatham Zoning Board Rejects Koopa Feature Amidst Architectural Debate
- Meeting Overview:
In a meeting characterized by detailed deliberations on non-conforming property applications, the Chatham Zoning Board unanimously rejected the inclusion of a Koopa architectural feature in a proposal for property on Clark Meadows Way. This decision was part of broader discussions on property enhancements and compliance with zoning requirements, with several applications reviewed for alterations to existing structures.
The most noteworthy discussion centered around the proposal to alter and expand a non-conforming dwelling owned by Jeene and Anna Patel. The proposal included the construction of additions, decks, and exterior mechanical systems, with specific focus on the controversial Koopa. This feature, a distinctive architectural element, sparked substantial debate among board members. Some expressed concerns regarding its suitability and potential impact on the beachside property’s aesthetic.
The board’s decision-making process was careful, involving straw votes to gauge opinions on the Koopa’s inclusion and illumination. One board member strongly opposed its incorporation, describing it as potentially “substantially detrimental.” The consensus leaned against including the Koopa. Ultimately, the application was approved without the Koopa, subject to standard conditions for construction activities, including restrictions on exterior work during the peak summer season.
Concurrently, the board reviewed additional applications, one of which involved property on Old Queen Road, submitted by Adam and Amy Fairhall. This proposal sought to expand a non-conforming dwelling by converting a carport into a garage and enlarging the kitchen area. Attorney William G. Lichfield presented the application, outlining the specifics of the proposed changes. He emphasized that the alterations would not increase existing non-conformities and argued that they would enhance the property’s functionality without negatively affecting neighbors. After a brief deliberation, the board expressed unanimous support, highlighting that transitioning from a carport to a full garage was a favorable improvement.
Another application, concerning 722 Croll Road, aimed to modify a non-conforming dwelling by converting part of a deck into additional living space. Like the previous applications, this proposal was presented by Attorney Lichfield, who addressed the board’s criteria for consideration. The board found no public opposition and received no objections from the health agent, leading to a smooth approval process.
The board also considered a proposal for a property on Old Harbor Lane, submitted by the Harris Family Realty Trust. This involved demolishing an existing non-conforming cottage to construct a new guest house. Despite its proximity to the property line, the new structure was deemed compatible with the neighborhood’s character. The board noted the family’s long-standing ownership and their intent to accommodate a growing family. The proposal was approved with the usual construction conditions, underscoring its alignment with community standards.
