Friends of Trees emphasized the need to minimize disturbances to natural wooded areas, advocating for an alternative plan that would better preserve the site’s natural features.
Height and proximity of the proposed buildings were other issues discussed. Some residents argued that the height of the buildings—up to 35 feet—would overshadow existing one-story structures, urging the board to consider reducing the height to align better with local zoning bylaws. Others expressed concerns about the project’s potential to create a “wall of buildings” that could negatively impact the character of the neighborhood.
Despite these concerns, there was notable support for the Penrose proposal, with numerous letters and testimonials highlighting the need for affordable housing in Chatham. The developers emphasized their commitment to maintaining energy efficiency standards and incorporating native species in the landscaping to enhance the site’s aesthetic and ecological value.

The board considered suggestions for improving safety measures, such as the installation of pedestrian-activated beacons and enhanced crosswalks. The fire department’s requirements for emergency vehicle access were a key consideration, with the proposal meeting the minimum width requirements for traffic circulation on the site.
