Chelmsford Board Approves Indigenous People’s Day, Engages in PFAS Remediation Efforts
- Meeting Overview:
The recent Chelmsford Select Board meeting focused on several developments, including the adoption of an Indigenous People’s Day proclamation, updates on PFAS remediation, and approvals for local business licenses. The Board also discussed strategic initiatives in public health and infrastructure.
The meeting began with the unanimous decision to proclaim October 13, 2025, as Indigenous People’s Day in Chelmsford. The proclamation acknowledged the contributions of indigenous communities, underscoring their historical, cultural, and contemporary significance. A representative from the Diversity, Equity, and Inclusion Committee plans for an event on October 11, which will include traditional Native American performances and discussions on current issues facing Native Americans. The initiative aims to foster community engagement and understanding, with the Board expressing strong support for the event.
Following this cultural acknowledgment, the Board addressed environmental concerns regarding the remediation of per- and polyfluoroalkyl substances (PFAS) at the Department of Public Works site on Richardson Road. Paul McKinley from Wesson and Samson provided an update on the remediation system, which has treated significant volumes of water without breaching discharge limits. The system’s expansion to include additional treatment trains was highlighted, aimed at improving the capture of contaminants in the affected area. McKinley noted substantial decreases in PFAS levels, particularly at a well that had previously recorded high concentrations.
Further discussions involved the complexities of measuring these chemicals at extremely low concentrations, measured in parts per trillion. The Board was informed of ongoing efforts to enhance system capacity and adapt to regulatory changes, with a focus on meeting the newly established Massachusetts DEP standards. Concerns about the potential influence of drought conditions and offsite contamination sources were also raised, prompting continued data analysis and monitoring.
In business matters, the Board approved a common victual license for Jersey Mike’s Subs. The approval followed a presentation detailing the restaurant’s seating capacity and anticipated opening in early November. Additionally, the Board approved the transfer of a common victual license for Chelmsford Pizza to new owners, with the liquor license transfer set to follow pending regulatory processes.
Strategic initiatives were also a focal point, with updates on various infrastructure projects, including school elevator modernizations and climate resilience guidelines. The town manager outlined progress on these projects, emphasizing collaboration with regional entities to extend the benefits beyond Chelmsford. A quarterly update provided insights into financial management and ongoing construction projects, highlighting a $3.1 million construction season and plans for future developments.
The meeting also covered public health initiatives, such as the “Escape the Vape Symposium,” intended to educate the community on vaping risks. The health department announced free flu vaccine clinics and a meditation series for individuals in recovery.
In terms of local governance, the Board encouraged residents to apply for committee vacancies. The meeting concluded with a discussion on future agenda items, including a focus on housing bylaws and strategic planning efforts to enhance governmental performance.
