Furthermore, the board considered a request to lower the speed limit on Subway Avenue to 15 miles per hour and to install a three-way stop at the intersection of Subway Avenue and Subway Avenue Extension. The current average speeds on Subway Avenue and the lack of a significant history of accidents were presented, leading to a debate on the feasibility and necessity of the proposed changes. The board also discussed the volume and cut-through traffic in the area, particularly during morning hours.
In addition to the discussions on traffic, the board focused on the potential impact of ADUs on the community. The board debated aspects such as by-right versus local permitting discretion, attached versus detached units, and owner-occupied requirements. The state’s push for housing units and the need for data were also considered, with the board emphasizing the importance of a collective approach to decision-making and the possibility of inviting the planning board to provide input on ADUs.
The board’s fiscal year 24 goals were reported, covering strategic plan scope, infrastructure maintenance, utilities, underground utilities project, and communication concerns. The board also approved the bid award for the Harrington and Community Education boiler project to Alano Services Corporation for $544,500. The allocated funds for the project were discussed, and a motion was made and approved to approve the bid award.
The allocation of the remaining ARPA funds was a topic of concern, with approximately $740,000 yet to be allocated. The board discussed the timing of allocating these funds and projected a comprehensive look at the options later in the year. An anticipated 8.76% increase in the FY 25 sewer rate was also brought up, with a projected 4% increase in sewer rates effective July 1st due to increased usage and maintenance costs. The board considered the tiered rate structure and discussed the relatively low flat fee for residents with well water.
The meeting also included discussions on the select board’s policy on outdoor alcohol beverage service areas, confirming that no changes were required to current policies.
