Chelmsford Planning Board Approves $6.27 Million Capital Improvement Budget
- Meeting Overview:
In a recent meeting, the Chelmsford Planning Board approved the Fiscal Year 2027 Capital Improvement Plan, setting a budget of $6,279,731 for various projects. The plan includes funding for essential public works equipment and infrastructure improvements, notably approving the inclusion of three additional projects after substantial discussion among board members.
The board’s deliberation focused on whether to add three projects that initially received only three votes: a six-wheel sanding truck, a rack body truck, and a backhoe for the cemetery department. The inclusion of these projects raised the total project funding to $6,428,890, with a net borrowing amount of $6,279,731 after accounting for recaptured funds.
Another topic of interest was the ADA walkway on the town common, which did not receive sufficient votes for funding. The board discussed potential liability issues due to non-compliance, but concluded that as long as a plan is in place for future upgrades, the town would be somewhat protected. The board plans to proceed with the design work in-house to prepare for potential future funding opportunities.
The meeting also touched on the funding strategy for sidewalk improvements. Although these were not prioritized in the current plan, the board intends to pursue supplemental funding from available free cash at the fall town meeting, following a similar approach used in previous years.
