Chelmsford Planning Board Approves Water Treatment Facility Amid Concerns Over Environmental Impact

Representatives clarified that the plan would not continue once the facility is operational.
Concerns about tree removal were also addressed, with approximately 35 trees, mainly red maples and eastern white pines, slated for removal. The board discussed the potential impact on abutters’ properties and confirmed that the proposed building’s location, 130 feet from the nearest property line, exceeds required setbacks by three times. Additional measures, such as rip wrap stabilization for steep slopes, were outlined to ensure environmental integrity.
The meeting also highlighted the installation of a Knox box for emergency access, adhering to Chelmsford Fire Department specifications. This measure ensures that fire trucks can access the site, with the access road designed to accommodate Chelmsford ladder trucks.
Further deliberations concerned the infiltration basin’s adequacy to handle increased runoff. One board member questioned the absence of construction records or an under drain. The proposal to add a two-foot riser to the basin’s outlet pipe aims to improve storage capacity during extreme weather events.
In other business, the board approved changes to zoning bylaws, including the creation of a new Commercial Business Light Zone (CBLT) in the Middlesex Street Mills area. This new zoning district introduces a category for ultralight manufacturing, focusing on high-value processes and addressing neighborhood impact concerns. The board plans to continue the public hearing on these zoning changes, allowing further community input.
The meeting also addressed lighting bylaws, with updates to separate commercial and residential requirements. The residential lighting section is now complaint-driven, lacking enforcement provisions unless a significant nuisance is reported. The board recommended the proposed lighting bylaw to town meeting, emphasizing advancements over the existing bylaw.
Lastly, the board discussed state exemptions affecting local zoning, notably a facility operated by Community Teamwork Incorporated (CTI). The shelter program, exempt from local zoning under state law, raised questions about the state’s ability to designate locations without municipal input. The board expressed a need for improved communication regarding such exemptions to ensure transparency and local awareness.
