- Meeting Overview:
The Chelmsford Planning Board meeting on October 23 focused heavily on the effectiveness of the Board of Appeals Overlay District (BOD) along Route 129, its original intentions, and the growing pressures from the warehousing sector. The board analyzed whether the district has succeeded in attracting the desired business types and discussed possible zoning changes to align with market demands.
A significant portion of the meeting was dedicated to reviewing the BOD’s impact since its implementation. The board scrutinized its effectiveness in attracting businesses like banks and restaurants, as originally envisioned. One participant noted a discrepancy between the overlay’s intentions and the businesses currently taking advantage of it, with a trend towards lower-value establishments such as warehouses rather than the targeted biotech or life sciences sectors.
Concerns were also raised about the potential mismatch between the town’s vision and property owners’ willingness to adapt their properties to accommodate more desirable business uses. The board discussed how the lack of a cohesive vision and diminishing marketing efforts since 2016 have hampered the district’s success. Participants debated the possibility of pursuing mixed-use developments with retail or restaurant spaces complemented by housing, emphasizing incremental growth as opposed to relying on a single large owner for the area.
Zoning changes were also examined in the context of the Route 129 area, particularly considering the impact of warehousing. The flexibility of the current use table was acknowledged, with special permits required for larger projects, offering some mitigation against undesirable market changes. There was a call for a market analysis, similar to one conducted in 2016, to better understand Chelmsford’s positioning in the regional landscape before making any significant zoning modifications.
Another discussion point was the proposal for an adult daycare facility in a former hotel structure, previously restricted due to a zoning oversight. With the unanimous amendment passed at a town meeting to allow adult daycare as a special permit use, the board reviewed plans for the facility’s interior redesign. Concerns about parking and traffic flow were prominent, with suggestions to convert some areas to one-way traffic to improve safety, considering the senior clientele. The board plans to revisit this issue in November, allowing time for further revisions.
The board also examined a special permit request from Clover Behavioral Health to operate a mental health clinic. The request was well-received, with assurances that sewer capacity would not be exceeded.
Additionally, a minor site plan review for 15 Research Place was unanimously approved. The plan involved a small retrofit to the existing building for an IT refurbishing business, with assurances that the operations complied with environmental regulations. Concerns about parking and delivery logistics were addressed.
