In addition to enrollment, the committee discussed various construction projects aimed at improving school facilities. Brian Curley, the director of facilities, provided an update on the summer’s construction activities. Highlighted projects included a complete renovation of the gymnasium floor at Parker Middle School, which was ready for use on the first day of school. The renovation of the gym floor was necessitated by its heavy use and deteriorating condition.

Other significant projects included the creation of counseling and clinical spaces at several schools by restructuring cafeteria areas. At McCarthy Middle School, a secure entryway was under construction, with completion expected within a week and a half. This secure vestibule project is seen as a model for future renovations at other schools, with plans to engage an architectural firm for similar upgrades at Parker and additional elementary schools.

The meeting also addressed the replacement of rooftop units (RTUs) in modular classrooms, essential for heating and air conditioning. New units were installed, with electrical connections expected to be completed before the heating season begins. Further, boiler replacements at Harrington and Westlands were underway, with new units expected to be operational by the end of September.

A significant ongoing project at the high school involved a $2.5 million kitchen renovation, which faced delays due to unforeseen plumbing issues. Contingency plans were in place to ensure meal service could continue using both lunchrooms and some old COVID protocols for outdoor dining. Additionally, out classrooms at the high school were nearing completion, featuring new flooring, walls, cabinetry, plumbing, and lighting.

The committee also discussed technology enhancements, including systems for visitor management and communication across the district, stemming from a safety audit. The McCarthy vestibule will feature integrated security technology, with a rollout of new visitor management systems planned for this fall. A new radio communication system connecting all schools and the police department is also being implemented.

Transportation logistics for the upcoming school year were another topic. Joanna provided an update indicating that 3,184 individuals had registered to ride the bus, mirroring last year’s numbers. The process of creating bus routes and issuing passes was described as intricate, subject to adjustments based on driver feedback in the initial weeks of school. Concerns were raised about families lacking computer access, potentially struggling with bus registration and schedules. The committee discussed measures to assist these families, including bus drivers notifying school administrators if students show up at past bus stops without proper registration.

Personnel updates revealed significant hiring activities within the district, particularly for support staff roles. Hiring events attracted positive results, with a successful recruitment of food service workers, paraprofessionals, and lunch and recess aides. However, challenges remained in filling psychologist positions due to retirements, with only two strong candidates in the pipeline and a third candidate still elusive.

The committee also touched on the town’s strategic planning efforts, mentioning a series of community visioning forums set to begin on September 18th at the Chelmsford Elks Lodge. These forums aim to gather community input on the town’s future, featuring activities for children.

The meeting concluded with a brief discussion on the Massachusetts School Building Authority (MSBA) program. The committee noted that the roof replacement project submitted for funding under the MSBA program was among 72 different projects eligible statewide. A decision on whether the project will be accepted into the accelerated repair program is expected in early October, with the MSBA meeting scheduled for the last Monday of that month.
