- Meeting Overview:
In a recent Chelmsford Zoning Board meeting, members approved a special permit for a contentious garage project on Lane. Despite concerns from the Department of Public Works (DPW) about potential impacts on existing sewer services, the proposal received overwhelming support from neighboring property owners, which played a role in the board’s decision. The board also addressed another permit request for a garage on Westford Street and considered continuations for two other projects.
The application for 286 Lane involved a request for a 20% reduction to the side setback requirement to build a detached garage. The DPW noted that the proposed garage might encroach on existing sewer services and suggested the applicant liaise with the sewer division to address these concerns. Furthermore, the DPW advised installing roof drainage systems to manage runoff, although this was not mandatory for approval. Despite these issues, there were no concerns from the fire department, police, water district, or Board of Health, and the applicant had already coordinated with the Conservation Commission.
The board acknowledged these letters and ultimately voted to approve the special permit, allowing for the setback reduction.
In another matter, the board considered a similar permit request from David and Diane Davis for their property on Westford Street. Their proposal also sought a 20% reduction in the side setback requirement to construct an attached garage. The DPW raised similar concerns about existing sewer services and recommended erosion control measures. The fire department stipulated that the new garage should include a hardwired heat detector connected to the home’s smoke detection system. The board found no issues with this request and granted the permit, taking into account the departmental feedback.
The board also addressed continuations for two ongoing hearings: one for a project on Crosby Lane and another on Marose Avenue. Both applicants requested extensions, which the board granted without further discussion. The meeting concluded with an update on the limited accessory apartment (LAA) regulations, a topic expected to be revisited in future sessions as the state continues its review.
