City Commission Addresses Safety, Development, and Community Concerns
- Meeting Overview:
The Ormond Beach City Commission held a meeting addressing a range of community concerns including safety measures on Melrose Avenue, development projects, and the city’s approach to homelessness. The commission also discussed financial reports, property maintenance issues, recreational facilities for children with disabilities, and transparency in government operations.
Safety on Melrose Avenue gained attention after a resident reported a child being struck by a car. The effectiveness of existing flashing speed limit signs was questioned, and the commission considered the request for additional safety infrastructure.
The financial health of the city was also a key topic, with the annual comprehensive financial report for the fiscal year 2022-2023 presented. Although the general fund showed only a slight increase, standing at approximately $13.6 million, concerns were raised about the airport’s negative financial position. The city’s proprietary funds, including the water and sewer fund, were discussed, noting a temporary negative net position due to FEMA activity timing differences. The pension plans, with a net liability of about $32 million, were reported to be on a positive trajectory, with all contributions made as required.
Property maintenance issues in the Ormond Terrace neighborhood were brought to light by a resident concerned about parking on front lawns, trailers, and disrepair of a specific property. The commission’s response was one of willingness to collaborate on neighborhood improvements and enforce city codes more effectively.
Amid discussions on community welfare, the commission expressed unanimous support for exploring a compassionate homeless ordinance, similar to approaches implemented in other cities. The issue of homelessness was deemed significant, with an emphasis on finding humane and effective solutions.
Commissioners also deliberated on developmental matters, including the approval of preliminary plats for two residential developments, “Bradford Park” and “Fountain View, Phase 1B”.
The meeting touched upon the recent renovation of the Performing Arts Center, with acknowledgment of the city staff and volunteers’ contributions. Recognitions were extended to various organizations, such as the Ormond Beach Historical Society, which recently honored the Mayor with awards for his contributions.
The commission discussed the underutilization of advisory boards, emphasizing the need for these bodies to meet regularly and engage more in city governance. The matter of providing recreational facilities for children with challenges or handicaps was also raised.
The potential removal of public beach access due to a hotel development project was debated, with concerns about the impact on residents and the loss of a public amenity. Discussions considered maintaining the access through city efforts or involving county support.
A dispute with Waste Pro over a payment issue was addressed.
The commission’s agenda also included discussions on the need for traffic studies to align with improvements to Granada, and updates on technology upgrades for the City Commission Chambers to increase public accessibility to proceedings.
