Clark Planning Board Approves Chase Bank with Variances Amid Affordable Housing Obligations

The planning board’s decision included addressing outstanding conditions from previous site approvals, such as the installation of electric vehicle charging stations and sidewalk replacements. The applicant confirmed that the EV charging infrastructure is in place, pending installation, and that sidewalk issues are being discussed with the county. Parking remains a concern, as the site requires 359 spaces, but the project plans to provide 269, with a credit for 14 electric vehicle spaces. The board accepted the argument that historical parking requirements are outdated, noting reduced demand due to modern trends.
The discussion also covered traffic implications, with representatives stating that anticipated traffic would remain manageable, aided by the conversion of an aisle to a one-way direction to alleviate potential conflicts. The board, satisfied with the comprehensive data and testimony provided, approved the project unanimously.
On affordable housing, the board received an update on Clark’s obligations under the amended Fair Housing Act. The Department of Community Affairs issued an allocation report detailing the township’s obligations, which include 71 units for rehabilitation and 166 units for new development. The township council has accepted these calculations, and a special affordable housing counsel has been hired to assist with the process. The board is expected to adopt a housing element and fair share plan by June 30, 2025, following a public hearing anticipated in May or early June.
In addition, the board reviewed a two-lot subdivision application for 16 Rose Terrace, which required a variance for lot frontage. The proposed lots, each with a 65.53-foot frontage, were approved unanimously, with the board noting the subdivision’s overall conformity and positive impact on the neighborhood.
The discussions were characterized by a focus on technical aspects, with no significant opposition from the public noted.
