Clark Town Council Approves Affordable Housing Agreement Amid Development Discussions
- Meeting Overview:
The Clark Town Council meeting held on December 15th was marked by discussions on affordable housing obligations and local development projects. The council ratified a mediation agreement with the Fair Share Housing Center.
During the meeting, the council approved a mediation agreement with the Fair Share Housing Center, a step in fulfilling the township’s affordable housing obligations. The agreement, recognized by the court, mandates the township to provide a total of 263 affordable housing units. Although credit has been given for 262 units, leaving a shortfall of one unit, potential solutions were discussed, such as adding a bedroom to an existing group home or designating an additional affordable unit. This agreement protects the township from potential builder’s remedy lawsuits concerning zoning issues and requires the township to draft a compliance document by January 1, with additional deadlines for ordinance adoption and certification compliance.
The council also addressed community concerns regarding local development projects, particularly a proposed development on Westfield Avenue. A resident expressed skepticism about the project’s ability to transform the area into a thriving commercial hub, noting the limited number of planned stores. This sentiment was echoed by several council members and the mayor, who agreed that the development’s current plans do not align with the town’s aspirations for increased commerce.
In addition to development concerns, the council discussed the ongoing situation with police officers on administrative leave, with reported salary costs exceeding $2 million. A resident voiced frustration over the prolonged suspension and legal fees. The mayor acknowledged the ongoing judicial process and noted that a written verdict is expected after hearing arguments from both sides.
Community members also brought forward issues related to public safety and traffic. One resident requested the painting of a crosswalk at Valley and Parkway, while another raised concerns about noise disturbances from a nearby nursing home. Additionally, a resident suggested imposing time limits on parking for moving vans on Westfield Avenue to alleviate traffic congestion during school release times. The council agreed to follow up on these concerns.
The meeting also highlighted several community initiatives and proposed ordinances. The Clark Volunteer Emergency Squad was recognized for its community impact, with a special acknowledgment for Lorie Sheldon, who received the EMS volunteer lifetime achievement award. The Recreation Department reported on successful events, such as the annual tree lighting, and outlined upcoming activities, including indoor soccer and family skate night.
Among the ordinances discussed, a new ordinance was adopted to amend property maintenance regulations for vacant properties, while another updated fire prevention fees, which had not been revised in over 25 years. An ordinance was also passed to ensure all council meetings are recorded, with a resident suggesting that special meetings be included and technological advancements like Zoom be considered to enhance public participation.
The council approved a year-end transfer of $13,000 to the fire department for vehicle repairs and maintenance. Additionally, the payment of claims totaling $581,860.12 was reviewed and approved without objections.
In the public comment segment, residents expressed appreciation for recent road repairs and requested further improvements. One resident advocated for retail space in the AMP property development.
Arts and agriculture initiatives were also a point of discussion. A local art dealer proposed a public arts program, seeking collaboration for funding and grant applications.
