Clark Town Council Promotes Police Officers, Discusses School Funding and Veteran Memorials
- Meeting Overview:
The Clark Town Council meeting on March 17th featured community-focused discussions and decisions, including the promotion of two police officers, plans for veteran memorials, and debates on school funding linked to Payment In Lieu of Taxes (PILOT) agreements.
In a ceremony led by Captain Mike Akaboo and a local official, the council celebrated the promotions of Sergeant Andrew Maduros and Detective Sergeant Michael Chachio. Both officers have had commendable careers, transitioning from the Middlesex County Sheriff’s Office to the Clark Police Department in 2015. Maduros, a graduate of Ryder University and the New Jersey Police Training Commission, was recognized for receiving multiple awards, including an honorable service award and a life-saving award. Chachio, a Marine Corps veteran with a bachelor’s degree from John J. Criminal Justice College and a master’s degree from Fairleigh Dickinson University, was similarly lauded for his service and dedication. The promotions highlight the township’s investment in its law enforcement personnel, as emphasized by a council member who expressed pride in their achievements.
Another major focus of the evening was the discussion of a project to erect monuments honoring local veterans, inspired by a former police captain. The council has begun fundraising efforts, with a third of the necessary donations already secured, and plans to dedicate these monuments during Memorial Day celebrations.
School funding was another topic, particularly concerning the implications of PILOT agreements. A resident raised concerns that these agreements might not provide sufficient financial support to local schools. The council assured the public that schools are receiving adequate funding, even in the face of tax appeals. It was noted that while Clark does allocate some PILOT funds to schools, the amounts may not match what traditional taxes would generate, prompting calls for broader application of this funding model to ensure fair school support.
The council also addressed several ordinances, including the regulation of low-speed vehicles like scooters. The proposed ordinance aims to enhance safety by mandating helmet usage, restricting riding on sidewalks, and setting parking regulations. The council clarified age requirements for operating these vehicles, aligning them with state laws to ensure public safety. Additionally, an ordinance was introduced to amend zoning provisions and establish fees related to land use.
In other business, the council approved a fourth amendment to the agreement with Hyatt Hills Golf Course, extending it to 2030 while allowing either party to cancel early if necessary. The council also ratified an emergency action to address a sanitary sewer main break.
During public comments, residents voiced concerns about social media’s role in reporting incidents to the police. There was a notable emphasis on encouraging direct communication with law enforcement for timely and effective responses. The council reaffirmed this stance.
The meeting concluded with reflections on community contributions and losses, including recognition of a local veterinarian who recently passed away. The council extended condolences to the families of those who had made significant impacts on the community.
