Clark Township Faces Legal Challenge Amidst Community Concerns Over Racism and Police Conduct
- Meeting Overview:
The Clark Town Council meeting on June 20th addressed a significant legal complaint filed against the township by the New Jersey Attorney General’s Office, Division of Civil Rights, which raised allegations against former township officials and police department personnel regarding inappropriate comments. This issue has drawn heightened scrutiny from residents and council members alike, highlighting ongoing concerns about the community’s social climate and prompting calls for decisive action.
The legal complaint stems from comments allegedly made by former Mayor Sal Bonaccorso and an officer, which have raised concerns about systemic issues within the Clark Police Department. The township’s police department had previously been under state oversight due to operational concerns, with control only recently returned to the township in March 2025 after nearly five years of reform and improvement under the Attorney General’s supervision. The council announced it is working closely with legal counsel to address the complaint and defend the township’s actions.
During the public comment section, residents expressed frustration and concern over the township’s handling of allegations of racism and misconduct within its police department. Michael Schulman, a resident of 382 Carolina Street, criticized the council’s decision to hire a public relations firm. Schulman emphasized the need for more substantive action, saying, “Say racism is bad. Don’t wait 5 years to say the… actions of our former mayor… were disgusting.” Another resident, Dan Fuches, echoed these concerns, urging the council to separate itself from past allegations of racism and take stronger steps to improve the town’s image and reputation.
The council members acknowledged the community’s concerns, with some defending the decision to hire a PR firm as a means to manage communications effectively and ensure accurate information dissemination. There was a general consensus among council members on the need to improve the town’s reputation while addressing the underlying issues raised by the complaint.
In addition to the legal challenge, the council also discussed several other matters, including the introduction of Ordinance 2604, which authorizes the Clark Volunteer Emergency Squad to use township-owned fuel facilities at no charge. This ordinance aims to address concerns similar to those experienced in Tom River, where ambulance squads faced charges for fuel use. The ordinance was passed with a public hearing scheduled for February 2nd.
The meeting also highlighted various community and administrative updates. Council Member Frank Mazzarella reported on the library’s upcoming 60th anniversary celebration and events commemorating the 250th anniversary of the United States. The Youth Aid Bureau’s engagement with community issues was noted, along with the DPW’s completion of seasonal pickup activities and reminders for residents about collection schedules.
The council further addressed the newly enacted New Jersey legislation on electric bicycles (eBikes), emphasizing the importance of safety and compliance with the new requirements, such as licensing, registration, and insurance for riders. Council members urged residents to familiarize themselves with these regulations to ensure safe and lawful use of eBikes in the community.
In a demonstration of community spirit, the meeting recognized the achievements of Ralph Bernardo, the recreation director, for his over 20 years of service, and the Mother Seton volleyball team for a historic season. Certificates were distributed to team members, with the mayor and council members taking part in the ceremony.
