Clay County Approves Gravel Mine and Solar Project Amid Environmental Concerns
- Meeting Overview:
In a recent meeting, the Clay County Board of Commissioners approved an interim use permit for a gravel mine and a conditional use permit for a solar energy project, with both proposals raising environmental and community concerns. Discussions centered on the potential impacts on sensitive habitats and the balance between agricultural preservation and development.
The gravel mine proposal, submitted by Lauren Richards, was a focal point of the meeting. The request involved a 168-acre parcel in Keen Township, previously utilized for agriculture and housing an inactive gravel mine. The proposed operation would use open pit methods for extraction, aligning its hours of operation with township regulations. Concerns were voiced about the mine’s proximity to sensitive native prairie habitats and greater prairie chicken breeding grounds. Measures such as dust control, minimizing truck speeds, and noise reduction were deemed essential to mitigate environmental effects. Coordination with the Department of Natural Resources (DNR) and the Clay County Highway Department was suggested to address road maintenance and environmental impacts. The mining company’s adherence to regulatory requirements was emphasized, with the proposal passing unanimously after a public hearing that yielded no comments for or against the operation.
Another topic was the approval of a conditional use permit for a 1-megawatt community solar garden by Spring Prairie CSG LLC. This project, located at the intersection of Trunk Highway 9 and County State Aid Highway 26, spans approximately 16.63 acres. Residents and businesses would be able to subscribe to solar power, receiving bill credits from XL Energy. The project aligns with county goals to protect agricultural soils while providing alternative revenue streams for local producers, despite concerns over the use of prime agricultural land. The solar garden is designed to generate power for Minnesota residents and establish pollinator and wildlife habitats on approximately six acres, meeting local ordinance requirements.
The meeting also addressed a proposed subdivision by Steven and Teresa Opatrol, consisting of a two-lot arrangement on a 66-acre parcel. The area, designated as agricultural general zoning, has seen mixed reactions in previous township meetings. Concerns over the potential industrial use of the land, particularly for a concrete plant, were noted. Neighboring property owners expressed fears of noise and traffic disruptions, emphasizing the importance of maintaining the rural character.
Additionally, a proposal from Steve Alpro, represented by John Lowry of Lowry Engineering, aimed to create a 10-acre parcel for agricultural use. Questions about the parcel’s location and access routes were discussed, with Lowry explaining the alignment with Michigan Department of Transportation’s future access plans. Concerns about potential future developments, including a concrete plant, were reiterated. Public comments highlighted apprehensions about increased traffic and construction-related dust and noise, with some residents emphasizing the need for careful consideration of safety and environmental impacts.
The meeting further included discussions on “The Oaks on Mariah Lake,” a proposed residential subdivision located near Mariah Lake. The development plans, encompassing 67 acres, involve 11 residential lots with a wetland area serving as a natural site feature. The developer worked closely with the Clay Soil and Water Conservation District and the Minnesota Board of Water and Soil Resources to ensure compliance with wetland preservation requirements. The township planning commission had approved the preliminary plan, with no public comments or DNR feedback submitted. The board highlighted the importance of the developer’s proactive engagement with regulatory bodies, while concerns about recreational uses on the lake were addressed.
