Clay County Board Approves Grants for Family Resource Center and Advances Infrastructure Projects

In an infrastructure-focused segment, the commissioners approved a Surface Transportation Block Grant application for a mill overlay project on Casa 3, between Casa 18 and Casa 22, a part of the county’s five-year plan. The application, presented by Highway Engineer Justin Sorum, marks a shift in federal funding allocation processes, leveraging the new Transportation Management Area classification to secure resources for local projects. This change is anticipated to increase funding opportunities for projects that were previously unattainable.
The board also approved the final contract voucher for a completed mill and overlay project on Casa 26, executed by Knife River Materials. The project, praised by residents, was completed under budget at $3,636,422. In a related decision, the commissioners approved a final grant voucher for a past project on Casa 26 by RJ Zaval and Sons, also completed under budget at $1,437,534.
Further advancing the county’s infrastructure, the board authorized the purchase of aerial imagery covering the entire county from Eagle View. This project, valued at $133,000, will be funded through repair and protection aid and paid over three years. The imagery will include standard and oblique views, allowing for precise measurements of building heights. Such data is important for planning and zoning purposes, with updates scheduled every three years to ensure current data.
Additionally, the board addressed several other county matters. Among these was a resolution to enroll eligible deputies into the Public Employees Retirement Association of Minnesota. The resolution, which updates a previous one from 2001, was passed without additional budget implications, as it was already accounted for.
On the technology front, the board approved the purchase of new laptops and desktop PCs, both from BYT Speed, at costs of $12,950 and $47,900 respectively. The decision is part of a regular technology update cycle to maintain operational efficiency across county departments. The discussion acknowledged the need for efficient recycling of old equipment, with hard drives destroyed via Mota Recycling to safeguard data.
The meeting also featured various committee reports, highlighting ongoing projects and discussions within the county. These included updates from the Clay County Economic Development Corporation and the Historical and Cultural Society, which reported increased admissions and donations, resulting in a balanced budget for 2024. Commissioner comments reflected optimism about economic growth and community engagement, supported by legislative efforts.
Commissioners and staff also discussed upcoming events and initiatives, including a planned trip to St. Paul to discuss bonding for the Psychiatric Residential Treatment Facility with state senators.
