- Meeting Overview:
In a meeting focused on addressing community needs, the Clay County Board of Commissioners approved a resolution to seek state funding for a Psychiatric Residential Treatment Facility (PRTF) in the county, alongside discussions on homelessness prevention, employment grants for individuals with disabilities, and the approval of major infrastructure projects.
The board’s discussions on the PRTF highlighted the need for specialized mental health facilities for youth in Western Minnesota. Currently, there are only four such facilities in the state, all located in the eastern region, creating significant access challenges for families in the west. The board emphasized the importance of establishing a PRTF in Clay County, noting that previous attempts to secure funds were unsuccessful. The approved resolution pivots from seeking bonding funds to pursuing state appropriations through the governor’s office and the commissioner of Human Services.
Collaborative efforts are underway with multiple counties and tribal nations, initially with 23 counties and three tribes expressing interest. The Department of Human Services’ recent site visit provided positive feedback and suggested considering a locked facility component to address extreme cases, a proposal that was met with agreement due to the lack of such facilities in the state.
In conjunction with mental health services, the board addressed homelessness prevention, approving a request for proposals (RFP) for local homeless prevention aid funds for 2025. This initiative, established by the 2021 legislature, aims to prevent child homelessness through targeted assistance programs. The urgency of the matter was acknowledged, particularly with the approach of colder weather.
The meeting also covered the acceptance of an $87,700 grant for the Lead Agency Employment First Capacity Building initiative, aimed at enhancing employment opportunities for individuals with disabilities. This grant supports the county’s efforts to create pathways between local businesses and job seekers with disabilities, focusing on competitive integrated employment. The initiative was praised for its potential to foster economic self-sufficiency while addressing local workforce challenges.
Additionally, the board approved the hiring of a public health nurse at the West Central Regional Juvenile Center, a decision expected to reduce costs compared to previous arrangements with private providers. This move is part of a broader strategy to enhance public health services within the county.
Infrastructure projects were also on the agenda, with the board approving a bid for a bridge replacement project southwest of Glendon. The project, identified as sp14 61401, had previously failed to attract bids in March. Two bids were received this time, with Redstone Construction LLC’s bid of $1,771,637 being approved, contingent upon necessary approvals from federal and state bodies.
In other matters, the board approved a request to apply for a $500,000 Restorative Practices Initiatives Grant aimed at expanding restorative justice programs across county schools. This grant would support training, staffing, and victim restitution, with the goal of reducing juvenile crime through early intervention and support.
