Clay County Board Faces Heated Debate on Cannabis Zoning Amendments amid Strong Community Opposition

The update highlighted a steady increase in building permits from 2019 to 2025, despite a decline in 2024. The average cost of new construction permits was reported at over $160,000, with total application values nearly doubling from the previous year. The department noted a decline in variance requests due to staff efforts to find non-variance solutions and code changes that simplified processes for gravel mining operations.
The board also discussed the Buffalo River Letter of Map Revision (LOMR) and its implications for flood insurance. The board then approved a proposal to apply for a Minnesota Pollution Control Agency (MPCA) grant aimed at reducing food waste and increasing food recovery in the region. The anticipated funding request ranged from $75,000 to $150,000, with community initiatives prioritized at a meeting scheduled for April 7th.
During the meeting, the board addressed enforcement action funds from a settlement with Budweiser, allowing for reallocation of funds to reduce the financial burden on Moorhead Area Public Schools.
