The board scrutinized the proposal, inquiring about zoning changes, the inclusion of the pier in the PD zone, and the details of the public parking and beach access plans.
The board also sought clarification on the maximum allowable lot coverage and the use of low-impact designs if coverage exceeded certain percentages. The importance of addressing stormwater drainage and environmental impacts, particularly if the lot coverage reached the maximum allowed, was emphasized. Further, the board reviewed the traffic study and potential off-site improvements, such as widened sidewalks and bike lanes, to help alleviate congestion.
Public comments reflected concerns about the height of the proposed project and its impact on traffic, sunlight, and beach access. Additionally, the public raised questions about the adequacy of parking spaces and the possible effects of increased traffic on residential streets. The board assured that hotel guests would share the beach with the public, as there are no private beaches in Cocoa Beach.
After a discussion, the board voted to forward the plan development case to the city commission, recommending approval, but with considerations for traffic impacts. It was clarified that the zoning change was separate from the master development plan and site plans, and the board stressed the preliminary nature of the plans and the need for further steps in the approval process.
In another key discussion, the board addressed a request by residents on North Fourth Street, Bobby and Susie, to vacate a portion of the McNab Parkway right of way for constructing a fence. After considering the impact on the city and potential future issues with sewer lines, the board approved the request with a 5-0 vote. Skip Williams, a member of the public, supported the request and recommended a site visit to ensure compliance with regulations.
Other topics at the meeting included the northern easement, where it was established that the county requires it to be a hard surface, and the developer is responsible for its construction and maintenance. Public parking was also a focal point, with a confirmation of around 60 available spaces deemed sufficient by the board.
