Dennis outlined that the tent city could be operational within 90 days and estimated the cost to be around $177,000, excluding security fees. He also identified a specific city-owned property on Main Street as a potential location for the site. The council engaged in discussions about the proposal, with references to the homelessness crisis in nearby cities and the need for action in Cocoa, especially with a new law coming into effect on October 1st.
The council addressed concerns raised by residents regarding road construction, specifically the design of the sidewalk on Clear Lake Road and the layout of Flower Mount Lane and Clerck Road. The concerns centered on the size of the sidewalk and its impact on vehicle space. In response, council members explained that the wider sidewalks were designed to slow down traffic and ensure safety for pedestrians, cyclists, and others. They also reassured residents that the project should ultimately improve traffic flow and promised to provide more information about the final plan through social media.
The council discussed a request to postpone the consideration of a final Subdivision plat for the Lakes at CoCo Grove, as well as a Land Development Code Amendment to create a new article for lot splits and boundary line adjustments. The amendment aimed to streamline processes such as subdivision approvals, lot splits, and administrative boundary line adjustments. A zoning map amendment to change the designation of certain parcels was also postponed, with both items rescheduled for discussion at a future meeting.
Board appointments were on the agenda as well, with the consideration of Brenda Fox, Angela Smith, and Gloria Weatherspoon for vacancies on the Diamond Square board. The appointment process prompted a debate on how to select board members and the need for a consistent and fair procedure. The city council planned to revisit the proposed process for advertising vacancies at the next meeting. Additionally, discussions were held about the need for new software to streamline the application process for advisory board members and the reappointment of current staff.
Public safety was underscored by the approval of a budget resolution to increase funding for a drainage improvement project and the delivery of a new fire engine, which was celebrated as a major investment in the community’s safety. Additionally, there was a proposal to honor the history of Monro High on a basketball court, and updates on infrastructure improvements such as fencing and the removal of carpet at specific locations.
