- Meeting Overview:
The recent Cocoa City Council meeting was marked by discussions surrounding property code violations, with attention dedicated to the enforcement lien on the property on Riverside Drive. The property owner, who resides in Maine, was represented by an attorney who claimed that the owner did not receive violation notices or hearing schedules due to incorrect addresses being used. The notices were only received in December, after which the property owner took prompt action to remedy the violations. The property owner’s attorney requested leniency, stating that while the owner was willing to pay the full cost of the violations, the $50,000 penalty was viewed as excessive.
There was a concern about whether the property owner was aware of the need for permits and the violations. Questions were raised about the relationship between various business entities linked to the property owner, and the need for staff to review the case was emphasized.
Deputy Mayor Hearns motioned to accept the staff recommendation of a reduced penalty amount of $2,531.34. However, Councilwoman Call expressed reservations about voting on the matter, citing prior discussions with residents about the property’s history of violations. Councilman Barrager questioned the validity of the property owner’s claims, while Councilman Goens and Councilwoman Call both requested additional information before deciding.
Beyond the property violation discussions, the meeting covered a range of topics. The council approved the reduction of code enforcement liens for two other properties, located on Myrtle Lane and Merle Lane, following requests from property owners and delays in compliance. The approved reduction amounts were $778.09 and $222.21, respectively.
Recognition was given to the city clerk’s office for their exemplary performance in the passport application acceptance program. The office received a perfect score on the acceptance facility oversight program.
The meeting also saw the celebration of the Citizens Academy graduates, who were commended for their dedication to learning about local government operations. Tokens of appreciation were distributed, and a group photo was taken to commemorate the occasion. Assistant City Clerk Abby Bass was recognized, and a proclamation was read in honor of professional Municipal Clerk’s week.
Further discussions at the council meeting included a range of community-centric topics. Concerns were raised about Americans with Disabilities Act (ADA) compliance for local businesses, with a call for council support to prevent lawsuits over non-compliance issues. The council discussed the temporary closure of a road due to construction, the city’s success at the trash bash event, and the approval of the parks maintenance and operations agreement by the Brevard County Commission. Announcements were made regarding the upcoming presentation to the Tourist Development Council for funding the Coco Bright Line station, and the ongoing annexation consent forms with the City of Orlando.
The council touched on the city’s approach to the homeless crisis, with a call for compassion and consideration of solutions such as homeless shelters or camps, as well as mental health services. The importance of ADA requirements for businesses and potential legal issues arising from non-compliance was also addressed, emphasizing the need for council support in this area.
Community events and initiatives were highlighted, including the Cocoa Community Fitness Day and the academic achievements of young athletes in the city. The council mentioned a visit to a university by students from Imaju Char Academy, and the educational benefits of a kayaking trip for students were discussed.
The council also celebrated the 20th anniversary of the Harry T and Harriet V Moore Memorial Park and Culture Center. The event saw notable attendees and positive community engagement. Additionally, a cycling event that took place in downtown Cocoa was mentioned, drawing attention to the community participation.
Lastly, the council acknowledged the Cocoa Police Department for their reaccreditation as an exceler agency and the department’s success in achieving full staffing.
