The development agreement, which aligns with Cocoa’s comprehensive plan goals for redevelopment, requires the inclusion of enhancements such as roadway drainage improvements, sidewalk upgrades, and contributions to off-site parking developments. Parking waivers were requested, proposing a combination of on-site and off-site spaces, with a financial allocation to improve parking developments. The council expressed broad support for the project, passing the motion unanimously.

In parallel, the council examined the Sanctuary at Cocoa Towns Homes project, a 249-townhome residential development spanning 89.54 acres, with half designated for development. The project received unanimous approval from the Planning and Zoning Board, and the council reviewed traffic and environmental considerations, including wetland preservation and tree removal mitigation. The development will feature single-family townhomes and includes a donation of land to the city to connect the Mud Lake wetland conservation area. Concerns were raised about traffic, but the city manager assured the council that current infrastructure could accommodate the projected increase.

A community engagement initiative involved the approval of a low-impact surface parking area on Oleander Street, intended to address parking needs in Cocoa Village. The project includes 80 parking spaces, decorative street lighting, and landscaping, with provisions for electric vehicle chargers. The parking facility’s design will maintain consistency with Cocoa Village’s existing infrastructure, and the project received unanimous support from the council.

Further, the council approved an amendment to the Sirrus Planned Unit Development, creating two commercial lots for a quick-service restaurant and a dental office. This development is part of a broader mixed-use project originally approved in 2021. The council members expressed excitement about the commercial additions, particularly the anticipated restaurant, as a means to enhance local dining options.

The meeting also addressed various community and infrastructure improvements. The council discussed reallocating funds to support Koko High School’s stadium improvements, emphasizing the need for the school board’s financial commitment. Additionally, the council approved the appointment of Candace Rogers to the Cocoa Redevelopment Agency, praised for her dedication to community redevelopment.
