Conway Selectboard Considers Improvements to Driveways and Road Safety
- Meeting Overview:
The Conway Selectboard meeting centered on infrastructure concerns, notably the drainage issues affecting Dave Powell’s driveway and the emergency repairs needed for Megan West and Terry Reynolds’ failing driveway. These discussions emphasized the need for immediate action to prevent further damage and ensure road safety before winter.
The meeting began with an in-depth examination of Dave Powell’s request for improvements to the drainage system on his driveway. Accompanied by Jeff Squire from the Berkshire Design Group, Powell outlined the significant runoff problem, which results in sediment being deposited into an adjacent stream. Squire presented a strategy to enhance the existing conditions by widening the stone swale and installing culverts to redirect runoff down a vegetated slope. The plan also suggested replacing the gravel driveway with recycled asphalt, known as Sherpack.
Board members raised concerns about the proposed culverts’ capacity, comparing them to larger commercial standards. Questions were also asked about water management at the driveway’s intersection with Haydenville Road to prevent hazardous conditions during winter. A consensus emerged around integrating Powell’s project with the highway department’s plans for Haydenville Road, seeing it as a beneficial collaboration to enhance drainage efficiency.
Following this, the focus shifted to the urgent repairs required for Megan West and Terry Reynolds’ driveway, which faced significant erosion and structural issues. The proposal included replacing a clay cover with a 48-inch plastic culvert and constructing a gravity block retaining wall. The urgency of the situation was underscored by current drought conditions, which provided an opportunity to undertake repairs while the stream was dry. The board agreed to issue an emergency certificate to expedite the work, with a plan to complete it before winter.
In addition, the board addressed the potential hazards posed by several trees near a bank, which endangered both the stream channel and power lines. Concerns about emergency vehicle access due to deteriorating culverts were also discussed. The board unanimously voted to authorize the removal of the trees and other necessary actions, emphasizing the need for completion within a 30-day period.
The meeting also touched on administrative matters, such as the implementation of electronic signatures to streamline processes. The proposal was based on guidelines from the Massachusetts Association of Conservation Commissions, with input from towns that had adopted similar measures. The board approved the electronic signature process after clarifying its application and the necessity of physical signatures for certain documents.
Lastly, the board considered a proposal for an administrative process to handle tree cutting requests, particularly in cases where trees posed risks to stream banks. This process aimed to expedite responses to urgent requests, allowing the conservation agent to assess and respond quickly. The board debated the necessity of requiring replacement trees for every removal, ultimately deciding on a flexible approach that allowed the conservation agent discretion in recommending mitigation measures.
