The board debated the introduction of a new grade 270 in the pay table to address pay compression issues among leadership positions. Despite financial implications, the board approved the motion to add grade 270, increasing the salary spread between grades 250 and 260 to 7%. The decision was aimed at ensuring equitable compensation across various roles, particularly given the competitive landscape for hiring qualified candidates.
The meeting also saw discussions on budget adjustments, with the board considering several cuts to stay below the state average levy increase. Adjustments proposed included reductions in professional service costs and a reevaluation of funding for projects like the Boundary Waters appraisal and the Sawtooth Bluffs development. The board faced the challenge of balancing immediate community needs with long-term financial planning, particularly in light of staffing requirements and the potential use of Payment in Lieu of Taxes (PILT) dollars to cushion the tax levy.
Road maintenance and jurisdictional responsibilities were another focal point, particularly concerning the Onion River Road and other roads maintained by the county without reimbursement from the forest service. The highway department’s discussions on road maintenance plans reflected ongoing challenges in managing county resources effectively.
In other matters, the board addressed housing affordability, approving a loan for a multifamily housing project and allocating funds for affordable housing units at different income levels. The allocation of state and local fiscal recovery funds was also discussed, with suggestions to support the NorthShore waste transfer station and the Housing and Redevelopment Authority (HRA) for housing needs.
