Cook County Considers Provider Switch Amid Deferred Compensation Plan Concerns

The existing plans, provided by Minnesota State Retirement Systems (MSRS) and Nationwide, came under scrutiny due to differences in employee enrollment and customer service quality, particularly issues with Nationwide. The benefits and wellness committee proposed replacing Nationwide with Edward Jones, in partnership with John Hancock as the record keeper, in response to what was described as “subpar” customer service from Nationwide.
A financial analysis presented during the meeting highlighted that Nationwide’s administrative fees, at 1.18%, were higher than the proposed combined fees of 0.65% for Edward Jones and John Hancock. This difference translates to over $20,000 annually deducted from employees’ accounts. In contrast, switching providers would effectively halve these administrative costs. Such a move could not only improve customer service but also encourage higher participation rates among employees. Currently, 130 of the 146 eligible employees are enrolled in the plan, an approximately 89% enrollment rate, with hopes to increase this further under the new plan.
Several commissioners expressed concerns about the lack of direct communication with Nationwide before making a final decision. It was suggested that Nationwide be approached for their input, given the long-standing relationship, akin to an “exit interview” process that could yield valuable insights. The importance of personal relationships in service interactions was emphasized, with one participant noting that having a personal advocate within an organization could improve service responsiveness.
In addition to deferred compensation plans, the meeting addressed the ongoing childcare challenges in Cook County. Nancy Dunny, a children and family services supervisor, presented on the state of childcare, noting stable community needs but ongoing challenges. The county’s investment in a wage enhancement program, totaling over $224,000, supported 25 providers caring for about 85 children. Despite an increase in licensed providers and available childcare spots, gaps remain, particularly for infants and toddlers due to expanded preschool programs and the high cost of infant care driven by caregiver-to-child ratio requirements.
Financial stability for childcare providers emerged as a issue, with many shifting to offering only full-time spots to maintain viability. This shift reduces flexibility for families needing part-time care. The board also heard from providers expressing appreciation for the wage enhancement program and stressing the need for continued financial support to prevent program closures and maintain staffing levels. A $250,000 grant aimed at enhancing programs for infants and toddlers was noted, along with a mentorship grant supporting provider coaching.
The meeting also touched on infrastructure needs, with discussions on reopening Cooperation Station and the role of housing development in recruiting childcare staff. A $385,000 grant was announced to support childcare initiatives through December.
