Cook County Housing Redevelopment Authority Approves Key Resolutions for Affordable Housing Projects

Previously funded at the 80% AMI level, this project faced a financial shortfall due to a reduction in state funding. The Authority approved an additional $40,000 request to support nine affordable housing units. The discussion also touched on phase two plans, which include more affordable housing options and community services. Potential funding sources, such as a loan from U One Roof, were also discussed to provide financial support for the project.

Concerns raised by citizens led to a finance committee, which includes some commissioners, meeting with the developer, Peter Gish of Greenville Construction. The committee highlighted the necessity of monitoring the project’s progress, especially regarding deadlines for plat approval and other regulatory considerations. Ensuring that all contractual obligations are met before the Authority relinquishes ownership of the land was deemed essential.
In response to these issues, discussions emerged around developing a transparent application process for vetting developers. A commissioner proposed deferring the creation of a new vetting policy to the upcoming strategic planning meeting, which will allow for more comprehensive input from all commissioners. There’s a concerted effort to reach out to similar authorities in northeastern Minnesota to adopt best practices.

The Authority is also exploring the potential for a service fee supported by businesses and a tax deduction program for donations to qualified projects, maintaining momentum in funding community projects.
