Cook County Housing Redevelopment Authority Supports Housing Developments Amid Leadership Transition
- Meeting Overview:
During the recent Cook County Housing Redevelopment Authority meeting, a number of issues were addressed, including the approval of key resolutions that support housing developments, the discussion of budget allocations, and the introduction of candidates for the executive director position.
The most prominent topic of discussion was the Authority’s support for the Economic Development Authority’s request to remove restrictive covenants on a property owned by One Roof in the Lutsen area. This decision paves the way for One Roof to subdivide and sell a surplus parcel of land, potentially increasing housing availability. The property, originally acquired from Arrowhead Electric Co-op, had covenants that hindered its development. The Authority’s decision was unanimous.
In a related development, the Authority approved Resolution 25-1, which authorized the engagement of Redpath and Company LLC for auditing services. This decision ensures a review of the Authority’s 2024 financials, particularly in light of the transition to a new accounting system. The approved contract, capped at $17,500, is notably $3,000 less than the previous year due to the elimination of startup costs. This resolution highlights the Authority’s focus on maintaining financial transparency and accountability.
Attention then shifted to the Authority’s budget for 2025, which was confirmed at $755,000 for development-related expenses. The board discussed a proposed rental agreement valued at $336,712 annually for at least five years, emphasizing tenant stability and workforce housing. There was a clear intent to grant current tenants the first right of refusal for a new building planned behind the initial structure, which would offer units for individuals within the workforce housing range of 60% to 80% of the Area Median Income (AMI).
In terms of leadership, the Authority is experiencing significant transitions, with the introduction of candidates for the executive director position. The need for effective leadership was emphasized as important to maintaining momentum in housing initiatives. Candidates discussed their backgrounds and visions for the role, with a focus on fostering community engagement and leveraging past experiences to address housing challenges in Cook County. The interim arrangements following the departure of the previous board chair were acknowledged, and there was a commitment to ensuring continuity until a permanent director is appointed.
Beyond leadership changes, the Authority considered a proposal to generate additional funding through a workforce housing service fee, inspired by a model used by Cascade Vacation Rentals. This initiative aims to secure voluntary contributions from local businesses, potentially raising up to $40,000 annually. Efforts to promote this idea have faced obstacles in the past, but there is optimism that renewed outreach could gain wider support.
Another aspect of the meeting was the discussion on senior housing needs. The scarcity of adequate housing options for seniors in Cook County was highlighted, with a particular focus on a potential site at Cedar Grove for a senior cooperative. The Authority recognized the challenges of developing affordable senior housing, especially given stormwater management requirements and the need to align projects with the Authority’s mission.
The meeting also touched upon structural changes within the organization, particularly regarding administrative support. There was an acknowledgment of the need for increased resources to manage existing programs and pursue new funding opportunities. The Authority operates with limited staff, and additional support was deemed necessary to handle tasks such as contract review and management effectively.
