Cook County Planning Commission Proposes Amendments to Vacation Rental Ordinance
- Meeting Overview:
In a recent meeting, the Cook County Planning Commission discussed proposed amendments to the vacation rental ordinance, aiming to clarify and streamline regulations, particularly concerning zoning and the number of licenses per parcel. Additionally, they reviewed a conditional use permit for a new waste transfer station set to manage Cook County’s solid waste.
The proposed amendments to the vacation rental ordinance focus on clarifications and adjustments to the application process and zoning consistency. The changes include updating the permitting location to the E-permitting site and adding a table that specifies the number of vacation rental licenses permitted per parcel in different zoning districts. A significant clarification was made for the Resort Commercial Residential (RCR) Zone District, where a maximum of three vacation rental licenses will now be allowed per parcel. This aligns with existing licenses. These updates also incorporate recent zoning ordinance changes that allow tiny homes and modular homes to be used as vacation rentals, provided they meet specific criteria. The commission opened the floor for public comment on these amendments, but no public feedback was received.
The commission then addressed the conditional use permit application for a new waste transfer station proposed by Northshore Waste. This facility, to be located in the light industrial zone, is part of a lease agreement with Cook County and aims to centralize solid waste management, including municipal waste, demolition debris, and recycling services. The facility is designed to operate indoors and outdoors, adhering to state design standards. The commission reviewed environmental considerations, such as stormwater management and wetland impact, with plans to ensure compliance with relevant regulations. Public comments were solicited, but none were received, and the commission ultimately moved to recommend the project to the County Board of Commissioners, recognizing its necessity for efficient waste management in the county.
