Coon Rapids City Council Approves Costco Expansion Amid Traffic Concerns; Tax Levy Increase Draws Attention
- Meeting Overview:
In a recent Coon Rapids City Council meeting, the approval of a planned unit development (PUD) for Costco Wholesale’s expansion dominated discussions, alongside the preliminary establishment of a 2026 tax levy increase of 7.62%. The council also addressed new zoning amendments and recognized local heroes during a busy session.
The council’s decision to approve Costco’s expansion at Riverdale Boulevard was a focal point of the meeting. The expansion, which involves demolishing a TGI Fridays to enlarge the gas facility from ten to twenty pumps, aims to improve operational efficiency and alleviate traffic congestion. The project includes creating 128 new parking spaces and a dedicated right-in, right-out access from Riverdale Boulevard. A traffic study supported the changes, predicting reduced queuing times and improved flow. The proposed design could accommodate up to 84 vehicles.
Council members and public attendees expressed concerns about traffic management, particularly the absence of a right turn lane into the gas station. The applicant’s representatives acknowledged these concerns, citing plans to improve traffic conditions with a new driveway and dedicated lanes to manage congestion. A traffic engineer detailed expected patterns and safety enhancements, emphasizing the need for organized flow to prevent congestion.
The council’s discussion revealed differing opinions on the traffic modifications, with some members advocating for a dedicated turn lane to enhance safety. Ultimately, the council approved the PUD with conditions addressing traffic flow and safety concerns, emphasizing collaborative efforts to refine the expansion plan.
In another significant agenda item, the council established a preliminary tax levy of $41,295,381 for 2026. This figure is part of the truth and taxation process, with the final levy set for approval in December. Council members clarified that individual property tax changes would vary based on assessments and other factors. The budget discussions highlighted substantial investments in public safety, including a $2 million ladder truck purchase.
The council also discussed proposed amendments to the Low Density Residential (LDR) zoning district, which would increase lot coverage from 30% to 50% and adjust setback requirements. These changes aim to accommodate higher density single-family residential uses on smaller lots, allowing greater flexibility in residential development. The proposed LDR3 district, with a minimum lot area of 7,200 square feet, is intended to enable development on infill lots without altering existing zoning. Council members praised the planning commission’s efforts in crafting these proposals, which they believe will benefit future development.
The meeting also featured recognition of community members and emergency responders. Two citizens, Tom and Tyson, received awards for their heroic actions during a medical emergency. Their prompt response exemplified community spirit, and council members applauded their efforts. Additionally, emergency responders involved in a cardiac arrest incident on May 23 were honored with life-saving awards.
Other agenda items included the acceptance of a community tree planting grant to combat the emerald ash borer and the introduction of an ordinance to create the LDR3 zoning district. The council also reviewed proposals for right-of-way acquisition services for an interchange project and accepted a grant for a water service line inventory.
