Most fees will see a slight increase, approximately 2.5 percent, aligning with inflationary adjustments. For example, water rates will rise from $165 to $170. The council emphasized the importance of adjusting fees to reflect actual expenses rather than generating profit. Rising costs for water and sewage services, partly due to increased expenses for sewage disposal to the Metropolitan Council, were highlighted as a factor driving the need for rate adjustments.
Additionally, the council approved the sale of a property at 12258 Crooked Lake Boulevard. This property was part of a previous project involving the acquisition of homes along a service road. The decision to sell followed assessments confirming the home’s structural soundness. The sale stipulates that the property must be converted back into a single-family residence and sold to an owner-occupant. The council aimed to maintain housing standards and community needs by setting these conditions, though the property sold for a price below market value due to these requirements.
The council also looked forward to the upcoming tree lighting ceremony scheduled for December 14th, which will feature performances from the local show choir and a popular fireworks display. The council approved a waiver for the fireworks display license fee for the Rapids Community Strength Foundation. Previous attendees have praised the fireworks show, likening it to larger-scale events. The ceremony will run from 3:30 PM to 6:00 PM, with the tree lighting scheduled for 5:30 PM.
Further actions included the council’s proclamation of October as Domestic Violence Awareness Month, highlighting their collaboration with Alexandra House, a local shelter providing resources for domestic abuse victims. Purple lights around City Hall were installed to raise awareness as part of a wider initiative to illuminate areas in purple throughout October.
The council also appointed two new members to the Parks and Recreation Commission. An easement agreement was accepted for constructing a temporary monopole on Foley Boulevard. The new water tower, featuring the city’s logo, aims to enhance water supply for emergencies and fire suppression.
Finally, the council discussed amendments to city code regarding solicitors, requiring them to be licensed and undergo background checks. Exemptions apply for election candidates and youth selling items for school activities. The council also accepted a DWI grant from the state of Minnesota, funding a dedicated officer for DWI enforcement, and a Safe Road Zone Grant to improve traffic safety on Northdale Boulevard.
