Coon Rapids Planning Commission Approves Sweet Senior Living Facility Despite Parking Concerns

The units, each around 350 square feet, include various amenities such as a dining room, kitchen, lounge areas, and a beauty salon.
One of the most debated aspects of the proposal was the request for parking flexibility. The applicant proposed 24 parking spaces, fewer than the 38 spaces typically required by city code. This reduction was justified by the assumption that residents would not possess vehicles, relying instead on family or staff for transportation. Staff supported this reduction, citing similar cases in nearby areas and the availability of street parking along 96th Avenue. Commissioners engaged in a discussion about the adequacy of the proposed parking, particularly for high-traffic events like holidays. Despite some skepticism from commissioners about the consistency of parking regulations, the rationale for fewer spaces was ultimately accepted, with an emphasis on creating additional green space and outdoor amenities.
Jeremy Larson, representing Sweet Living Senior Care, explained that the revised proposal was a response to previous financial challenges in the capital markets, which had delayed the project. The decision to consolidate the development into a single building was presented as a means of addressing community needs while maintaining more open space.
Following the commission’s discussions, a motion to approve the site plan, including eight specified conditions, was seconded and passed unanimously. The planning case is scheduled to be presented to the city council on April 7, 2026.
The meeting also addressed an ordinance amendment related to subdivision variance standards under city code section 11-1504. This amendment, described as a housekeeping revision, aims to align local regulations with state statute changes made in 2011. Key changes include replacing the term “hardship” with “practical difficulty” and eliminating the two-thirds council vote requirement for subdivision variances, aligning it with the simple majority needed for standard variances. The commission discussed these changes, noting that previous standards had not been updated alongside standard variance requirements.
After a public hearing on the amendment, which drew no comments, the commission unanimously recommended its approval. This ordinance amendment will also be considered by the city council on April 7, 2026.
Looking ahead, the commission discussed upcoming agenda items for the April meeting. These include a public hearing for a conditional use permit for an existing assisted living facility that has been closed for over a year, and a proposed ordinance amendment concerning the storage requirements for temporary signs. The proposed amendment seeks to improve the efficiency of sign disposal by removing the 30-day claim period for sign retrieval from the public works facility, aligning with common practices in other cities.
