The recent Coral Gables City Commission meeting saw discussions and public input on the proposed redevelopment of the University shopping center on South Dixie Highway. Amidst the array of topics, the redevelopment, presented by LCD Acquisitions Inc, took center stage as it promises to transform the location into a mixed-use project featuring 393 residential apartments, retail and restaurant spaces, office spaces, and live-work units. The project, known as “the Mark,” has been met with both support and strong opposition from residents, with concerns largely revolving around the increase in traffic congestion and the impact on the neighborhood’s livability.
The applicant’s team presented a vision for the project that includes a focus on Mediterranean architectural style. Plans to conceal 700 parking spaces within the building and to establish a garden pool and public space were detailed, alongside transportation improvements like proximity to the Metro Rail station to encourage mobility.
However, the development’s various requests, including changes in land use from commercial low-rise to commercial mid-rise intensity, zoning code text amendments, and the vacation of an alley, sparked debate and required thorough discourse. The city planner provided an overview of these requests and the staff’s recommendation for approval with conditions, which included traffic calming measures and sidewalk enhancements.
The public comments section of the meeting was particularly vocal, with residents expressing strong opposition to the proposed development. Issues raised included the potential for increased traffic leading to life-threatening situations in emergencies, the impact on city revenue due to potential tax exemptions, and the deterioration of quality of life for residents. One speaker, highlighting a bill (SB 328), argued that it would eliminate the need for parking within a Transit-oriented development, which could exacerbate traffic concerns.
Supporters of the project pointed out its potential benefits, such as addressing housing needs, providing green space, and contributing to economic growth. Despite this, several residents called for a new, realistic traffic study, with one labeling the current conclusions as “ridiculous.”
Further complicating discussions was the debate over the project’s compliance with zoning code requirements and the public benefits it promised to deliver. A traffic consultant addressed the commission, focusing on the traffic study that included additional intersection analyses and pedestrian counts. Efforts to mitigate traffic, such as the internalization of services and creation of a delivery zone, were also discussed.
The commission navigated through an array of concerns, from the number of bedrooms in the development to the provision of dog stations, from traffic congestion to the project’s scale and intensity. The issue of whether the development would serve as student housing added another layer of complexity, with concerns about the neighborhood becoming transient and the impact on the community’s character.
One item that saw resolution was the vacation of a public RightWay on Biltmore Drive, proposed to be incorporated into Blue Road Park. While there were benefits for a neighbor from this deal, concerns about public access to the Waterway were addressed with the clarification that the grant for the park did not require physical access to the Waterway. This motion was eventually passed after a roll call vote.
