- Meeting Overview:
In a recent Bradford County Council meeting, Cox Communications announced a significant initiative to expand broadband services to approximately 400 unserved homes in southern Bradford County. This project, supported by a $5.8 million grant from both state and company contributions, aims to bridge the digital divide and enhance connectivity in the area. Additionally, the council discussed the contentious nomination of a new chairperson, ongoing issues with an illegal business operation, and plans to reassess the county’s development fees.
The broadband expansion was presented by representatives from Cox Communications, who outlined their mission to bring reliable internet access to underserved areas. The company, the largest privately held telecommunications entity in the U.S., has also received over $137 million in federal grants for rural broadband expansion in Central Florida, with a collective investment exceeding $150 million. This initiative is expected to contribute to the educational and healthcare accessibility in Bradford County, aligning with Cox’s broader mission to become an important part of the communities they serve.
Concurrently, the meeting addressed the nomination of a chairperson, where Commissioner RCK faced public opposition. A resident, Mr. Van Strong, criticized RCK for a perceived lack of attentiveness and accountability, urging for more deserving commissioners to be considered for the role. Despite this, RCK was confirmed as chairperson with a 5-0 vote, following a defense of his past performance and a willingness to step aside if the board deemed necessary.
Public comments also featured Monica Kersch, who raised concerns about a neighbor’s illegal business operation affecting her neighborhood. She described the property as a “scrap metal scrap pile junk place” and recounted hearing a gunshot, emphasizing the potential danger to local children. The council assured her that they would follow up with Deputy Ward from codes enforcement to address these ongoing issues, acknowledging his effective, albeit overwhelmed, efforts in managing the situation.
The meeting further explored the county’s development fees, with discussions on aligning them with neighboring counties. Current fees in Bradford are lower, attracting developers but potentially undercutting county revenue. The council acknowledged the need to reassess these fees to ensure sustainable infrastructure development, particularly concerning unpaved roads in new areas. A motion was approved to transition to using CHW and North Florida Professional Services for future planning needs, moving away from the less responsive Regional Planning Council.
The fiscal year 2023 audit report was another topic at the meeting. Brennan McKittrick from James Moore & Company presented the findings, noting challenges faced in the sheriff’s office audit due to staffing transitions and system changes. The report highlighted two deficiencies in internal control and recommended engaging a third-party CPA, Laura Douglas, more proactively to improve future audit processes. The council expressed commitment to supporting the sheriff’s office in rectifying these issues to ensure timely and accurate audits.
The council also considered committee appointments, confirming Commissioner Spooner for the Career Source North Central Florida Local Workforce Development Board and the Bradford County Tourist Development Council. Chairman RCK was appointed as the chair for the Tourism Development Council, following ordinance requirements.
