Lighting for the dust collectors was a concern, particularly as the units would be cleaned during the day, reducing the necessity for nighttime lighting. The board emphasized the importance of ensuring compliance with accessibility standards and questioned whether the chain link fence surrounding the dust collectors would be screened. The engineer responded that while initial plans did not include screening, this could be added based on professional recommendations.
Jonathan Simon, vice president of construction for Cedarbrook, the property owner, addressed questions regarding pedestrian access and the layout of building entries. He clarified that each tenant space has a front pedestrian entry and loading dock doors at the back, often managed by tenant staff for shipping and receiving purposes.
Prasad Upati, head of site operations for Biocon Generics, elaborated on the function of the dust collectors, crucial for maintaining cleanliness in pharmaceutical manufacturing. Upati explained that the dust collectors, located outside for safety and operational efficiency, manage waste from manufacturing processes and are maintained by the facility’s engineering technicians.
The board scrutinized the adequacy of current parking arrangements and the potential impact of additional dust collectors on the site. Concerns about the placement of these units, safety protocols, and visual impact were prominent. Upati assured that the equipment operates automatically, with sealed drums for waste disposal managed by an external company.
The dialogue also touched on the necessity of multiple dust collection units versus a singular larger unit. The existing units, described as older, were part of ongoing upgrades to meet current standards. The board sought more plans to understand the ducting and operational layout better, emphasizing the need for clarity to ensure compliance with operational and safety standards.
In addition to the dust collectors, the board discussed the installation of HVAC equipment. Questions were raised about the visibility and sound levels of the rooftop units, with a call for comprehensive elevation drawings to clarify the relationship between the units, the wall, and the proposed screening. Sound levels were a particular concern, with suggestions to hire an acoustical consultant to evaluate the aggregate sound levels of the multiple units being installed.
The board also examined the design and layout of the site, particularly the arrangement of handicap parking spaces. There were discussions about the necessity of certain walkways and whether they were required based on door configurations. The board emphasized the need for a more thoughtful layout that considered the flow of pedestrians and vehicles while ensuring safety.
Ultimately, the board decided that the application would not be approved that evening. Members expressed the need for more detailed and cohesive plans that met both aesthetic and functional standards. Recommendations were made for the applicant to engage with the Development Review Committee (DRC) before resubmission to ensure all necessary information was collected and presented effectively.
