The commission also discussed the proposal to install a sculpture in the Center Island by the New Path in the park. Kathy Easton and Jackie Johnson suggested prioritizing the planting of a specimen tree instead, emphasizing the importance of street tree care. Discussions on the practicality and implications of engaging high school students in environmental projects, such as mapping trees and trail maintenance, highlighted the need for coordination and resource management.
The budget for tree care was scrutinized, with $50,000 allocated for pruning and maintenance, $10,000 for planting, and $5,000 for consulting services for arbor and forest stewardship. The potential for student involvement in the Urban Wood Network, which focuses on recycling and repurposing urban trees, was considered an opportunity for community engagement.
Regarding tree mulch management, the commission noted that all township chipping goes to Barton Nursery. The sustainability of keeping chipping within the town was discussed, alongside the challenges of dealing with diseased trees not suitable for mulch.
The commission also reviewed the final model ordinance from the state, considering amendments and clarifications necessary to reconcile it with the existing shade tree ordinance. The need to educate the public about regulations and ensure compliance through an honor system was highlighted, as was the importance of dedicating permit fees and fines to a fund for tree planting and maintenance.
Members expressed varying opinions on the practicality of processing permits for tree removal and on the protection of mature trees. The possibility of requiring an arborist’s sign-off on permits, as practiced in Princeton, was also discussed.
The commission ended the meeting by scheduling upcoming work sessions to refine the ordinance and prepare for discussions with the township committee. The possibility of adjusting the ordinance to include non-street trees on private properties, along with the associated permit fees and fines, remains a subject for continued debate.
